Abstract
This study examined the effectiveness of e-governance services and their influence on the ease of doing business among small and medium enterprises (SMEs) in Cabanatuan City, Nueva Ecija. Specifically, the study assessed the effectiveness of e-governance services in terms of accessibility, efficiency, reliability, and responsiveness. It also identified the challenges encountered by SMEs in using digital government services and proposed possible improvements to strengthen digital governance implementation. The study utilized a quantitative descriptive research design, with data gathered through survey questionnaires administered to 52 SME owners, managers, and business personnel who have experience using online government services for permits, registration, and other business-related transactions.
The findings revealed that respondents strongly agreed that e-governance services are effective, particularly in terms of accessibility and efficiency. Respondents perceived online government services as accessible across different devices and helpful in reducing physical visits to government offices, minimizing paperwork, and improving transaction processes. The study further found that e-governance positively influences the ease of doing business by simplifying business registration, permit applications, and regulatory compliance. However, despite the positive perceptions, respondents also identified several challenges affecting the use of e-governance services. These include government website downtime, unstable internet connectivity, insufficient technical support, unclear instructions, and limited technical knowledge among users.
Moreover, respondents strongly agreed that improvements such as enhanced platform usability, integrated online government systems, faster processing of online applications, improved customer support services, and training programs for SMEs should be prioritized. The study concludes that e-governance services significantly contribute to improving business operations and administrative efficiency among SMEs in Cabanatuan City. Nevertheless, continuous enhancement of digital infrastructure, online platforms, and support services is necessary to strengthen the effectiveness, accessibility, and reliability of e-governance services and to promote a more efficient and business-friendly digital environment.
This study examines the association between e-governance service quality and perceived business ease among small and medium-sized enterprises (SMEs) in Kathmandu, Nepal. Using a sequential explanatory mixed-methods design, the study first analysed survey data from 350 SME owners and managers and then conducted 30 semi-structured interviews to explain the quantitative findings. The quantitative results showed that system quality, information quality, administrative support quality and trust in digital government services were all positively associated with perceived business ease. Administrative support quality showed the strongest standardised association, suggesting that SMEs evaluate e-governance not only through platform access but also through the availability of procedural guidance, problem resolution and confirmation support. The qualitative findings reinforced this interpretation by showing that online services reduced routine burden but often remained incomplete when information was unclear, support was weak or digital records required manual verification. The study extends e-governance service-quality research by showing that SMEs assess digital government services through procedural completion rather than access alone. The study concludes that SME-facing e-governance should be assessed through a procedural completion logic rather than an access logic.

This study investigates the interplay between e-government initiatives and public service performance, focusing on the implications of good governance in non-metropolitan local governments in Jambi, Indonesia. The ongoing challenge of enhancing public service performance in decentralized governance is underscored, as many local governments struggle to provide efficient and effective services. While e-government has been widely adopted as a solution, its outcomes are inconsistent across different institutional settings, prompting an exploration of governance's role in facilitating digital transformation. This research delineates good governance as a moderating variable in the e-government-public service performance nexus, contrasting with previous studies that primarily viewed governance as a direct or mediating factor. Employing a quantitative methodology with an explanatory design, this study analyzes data from cross-sectional surveys conducted among 377 civil servants in Kerinci Regency and Sungai Penuh City, utilizing Partial Least Squares Structural Equation Modeling (PLS-SEM) for analysis. Findings reveal that e-government positively influences public service performance significantly, and good governance also exerts a significant direct impact. However, the moderating effect of good governance is found to be non-significant, indicating that both governance and e-government function as independent determinants of public service performance, rather than in concert. This research challenges the prevailing notion that governance universally enhances digital transformation efficacy within the public sector, particularly in non-metropolitan contexts. It is important to interpret these findings with caution due to limitations in measurement reliability, as indicated by relatively low alpha and marginal Average Variance Extracted values for certain constructs.

This research investigates the impact of e-governance on administrative efficiency and service
delivery in Yenagoa Local Government Area, Bayelsa State, Nigeria. The primary objective was
to assess the impact of digital technology on the efficiency of local government administration in
the study area. This broad objective informed two interrelated specific objectives of evaluating the
challenges affecting the implementation of e-governance for administrative efficiency and
determining if e-governance wields a potential for enhancing service delivery in the study area.
Anchored on the theory of technological determinism, this study employed a mixed-methods
approach combining questionnaire-generated data and interviews of local government staff
officials and citizens with secondary data from relevant publications. Findings indicated that while
e-governance wields a potential for improving administrative efficiency, there were significant
barriers, such as inadequate infrastructure, limited digital literacy, and resistance to change
among public sector employees. The study concluded that strategic investments in infrastructure
and capacity-building initiatives are essential for maximizing the benefits of digital technologies.
Recommendations include fostering stakeholder engagement and developing tailored training
programmes to enhance digital literacy among local government employees and citizens. This
research contributes valuable insights into the challenges and opportunities of digital technology
in public administration, particularly local government administration, thereby informing future
policy and practice.

E-governance is one of the significant methods for modernization and enhancement of public administration and public service delivery. The present study has explored e-governance in increasing efficiency, transparency and satisfaction among citizens in Pakistan. The design of a quantitative cross-sectional survey was used and 300 citizens of Pakistan were selected for data collection with experience of using digital government services. The data has been collected by a structured questionnaire with the help of five point likert scale. The relationships between e-governance, public service efficiency, transparency and citizen satisfaction were analysed using descriptive statistics, Pearson correlation, reliability analysis and multiple regression. The results revealed that citizens' satisfaction had a mean score of 3.72 (SD = 0.73) public service efficiency 3.69 (SD = 0.76), transparency 3.64 (SD = 0.74), and e-governance 3.78 (SD = 0.71). The correlations of e-governance with public service efficiency, transparency and citizen satisfaction were all positive and significant (0.641, p < .001; 0.587, p < .001; 0.673, p < .001, respectively). The regression models accounted for 41.1%, 34.5% and 45.3% of the variance in efficiency, transparency, and citizen satisfaction, respectively. The study found that a good e-governance can facilitate more efficient, transparent and citizens-oriented public services. Further strengthening of digital infrastructure, Cyber Security, institutional coordination, digital literacy and designing platform for the users can enhance the performance of digital public services in Pakistan.
