Abstract
The expansion of the Brazilian Building Labeling Program (PBE Edifica) demands the decentralization of inspections, highlighting the need to structure a technical framework for the Certified Professional in Building Energy Efficiency (PCEE). This article presents the methodological process of defining the competency profile of this professional for the Brazilian scenario. The qualitative and applied research was structured in three stages: literature review; professional profile structuring; and validation through critical analysis by an expert panel. The results consolidate a model structured into six operational functions and three axes of capacities (technical, basic, and socio-emotional), reflecting a hybrid profile that requires technical-mathematical domain and rigorous quality management. It is concluded that the formal delimitation of this profile operates as an organizing milestone, providing the curricular and operational bases to enable the scalability, standardization, and reliability of the personnel certification process in the country.
