Abstract
The advancement of information and communication technologies has significantly improved governance and service delivery within public institutions. E-governance as a result, emerged as a central mechanism for enhancing transparency, accountability, and administrative efficiency. In higher education sector, where administrative processes are complex and stakeholder expectations are increasingly demanding, the adoption of digital governance tools has become essential for improving institutional effectiveness, responsiveness, and service quality. This study examined the impact of e-governance initiatives on administrative efficiency at Rivers State University between 2007 and 2025. Anchored in the Technology Acceptance Model (TAM) and Systems Theory, the research investigated the implementation, effectiveness, and challenges of e-governance systems within the university's administrative framework. Anchored on the Technology Acceptance Model (TAM) and Systems Theory, the study assessed the level of implementation, effectiveness, and challenges associated with e-governance initiatives in the university’s administrative processes. A survey research design was adopted, and a sample size of 327 respondents was determined from a population of 1,800 academic and administrative staff using Taro Yamane’s formula. Purposive and simple random sampling techniques were employed to select respondents from key administrative units. Data were collected using a structured four-point Likert-scale questionnaire, and responses were quantified using mean scores and the Relative Importance Index (RII). Data analysis was carried out using descriptive statistics (frequency, percentage, mean, and RII) and inferential statistics, specifically the Chi-Square (χ²) test, with the aid of SPSS version 25 at a 0.05 level of significance. The findings revealed that e-record systems and e-procurement significantly enhanced administrative efficiency, while e-communication and e-participation tools were largely ineffective. Administrative processes such as course registration, fee payment, and records management showed substantial improvement, whereas student admissions processing remained relatively weak. Major challenges identified included poor internet connectivity, inadequate ICT infrastructure, and staff resistance to technological change. The findings reveal uneven digital transformation. Adoption did not significantly exceed the acceptable benchmark (x̄ = 3.054; p = .844), though transactional systems such as fee payment and student records were strongly implemented, while strategic tools including dashboards, transcript processing, and e-participation remained weak. Significant differences were found in system effectiveness (χ² = 174.293, p < .001), with e-records and e-procurement outperforming e-communication and e-participation. Administrative impact also varied significantly (χ² = 247.195, p < .001): registration, records management, and fee payment improved markedly, but admissions processing lagged. Implementation barriers were systemic (χ² = 189.464, p < .001), driven primarily by poor internet connectivity, staff resistance, and inadequate ICT infrastructure. The study recommends urgent upgrading of ICT infrastructure and improvement of internet connectivity, as well as continuous staff capacity building, to strengthen the effectiveness and sustainability of e-governance implementation in the university.
The study concludes that the adoption of e-governance tools has positively transformed administrative processes, aligning with global trends in digital governance.

This research investigates the impact of e-governance on administrative efficiency and service
delivery in Yenagoa Local Government Area, Bayelsa State, Nigeria. The primary objective was
to assess the impact of digital technology on the efficiency of local government administration in
the study area. This broad objective informed two interrelated specific objectives of evaluating the
challenges affecting the implementation of e-governance for administrative efficiency and
determining if e-governance wields a potential for enhancing service delivery in the study area.
Anchored on the theory of technological determinism, this study employed a mixed-methods
approach combining questionnaire-generated data and interviews of local government staff
officials and citizens with secondary data from relevant publications. Findings indicated that while
e-governance wields a potential for improving administrative efficiency, there were significant
barriers, such as inadequate infrastructure, limited digital literacy, and resistance to change
among public sector employees. The study concluded that strategic investments in infrastructure
and capacity-building initiatives are essential for maximizing the benefits of digital technologies.
Recommendations include fostering stakeholder engagement and developing tailored training
programmes to enhance digital literacy among local government employees and citizens. This
research contributes valuable insights into the challenges and opportunities of digital technology
in public administration, particularly local government administration, thereby informing future
policy and practice.

The present study examines the impact of e-governance initiatives on public service delivery, citizen satisfaction, and administrative transparency in developing economies. E-governance uses information and communication technologies to make government services more accessible, efficient, accountable, and citizen-centred. In developing economies, digital platforms such as online portals, mobile applications, digital identity systems, grievance redressal systems, e-payment services, and online certificates have transformed the interaction between citizens and government institutions. The study explores how e-governance improves service speed, reduces paperwork, minimizes corruption, enhances transparency, and strengthens public trust. It also analyses the role of digital literacy, internet access, institutional capacity, data security, and citizen awareness in determining the success of e-governance initiatives. The study highlights that effective e-governance can improve administrative efficiency and citizen satisfaction when supported by inclusive digital infrastructure, responsive governance, accountability mechanisms, and user-friendly service systems.

This study examines the complex relationship between e-governance and economic power structures, analyzing how digital governance systems reshape the distribution of authority, resources, and opportunities among state institutions, local governments, and economic actors. Drawing on secondary sources, the study explores both the centralizing and decentralizing effects of e-governance. Centralized digital platforms, such as national databases, e-procurement systems, and digital taxation frameworks, enhance government capacity to monitor financial flows, enforce regulations, and reduce corruption, thereby consolidating economic authority at higher administrative levels. Conversely, decentralized e-governance initiatives empower local governments, small and medium enterprises (SMEs), and marginalized communities by improving access to services, reducing bureaucratic barriers, and fostering participatory economic decision-making. The study further highlights the growing role of the private sector in providing digital infrastructure, which raises concerns regarding market concentration, data ownership, and regulatory dependence. Persistent challenges including the digital divide, weak data governance, limited institutional capacity, and uneven policy implementation continue to shape the effectiveness and inclusivity of digital governance systems. The findings underscore that while e-governance can promote transparency, efficiency, and economic empowerment, its benefits are contingent upon equitable access, robust institutional frameworks, ethical data management, and targeted policy interventions. The paper contributes a synthesized framework linking centralization–decentralization dynamics to economic power redistribution and offers policy relevant insights for developing countries such as Nepal. Future research should adopt comparative and interdisciplinary approaches to optimize e-governance outcomes.
