The Transformation of Public Services in the Welfare State: A Theoretical Perspective on Public–Civil Society Organization Cooperation
This study theoretically examines the increasing role of civil society organizations (CSOs) in the delivery of public services during the transformation of the welfare state. Historically, public services were managed through centralized and hierarchical structures. However, this structure has been reshaped by economic, demographic, and administrative changes. This transformation has highlighted the need for public services to be delivered not only by the state but also within multi-actor and multi-level governance arrangements. In this context, the study considers cooperation between public institutions and civil society organizations as one of the fundamental structures of this process and evaluates the role of CSOs in the design, implementation, and evaluation of public services. The literature indicates that cooperation between public institutions and CSOs offers important opportunities for efficiency, participation, and accountability in public services, while also generating structural limitations and governance tensions. Within this framework, the study approaches public-CSO cooperation as a multi-layered and dynamic governance field and emphasizes that the success of such arrangements depends on appropriate institutional design and clear accountability mechanisms.
Governance 4.0 and the Evolution of Good Governance in India: Digital Transformation, Institutional Reform, and Citizen-Centric Administration
It is argued that while technology has enhanced efficiency and transparency, governance outcomes ultimately depend on institutional capacity, inclusivity, and ethical commitment, and that Governance 4.0 represents not merely a technological shift but a normative redefinition of democratic governance in India.
INNOVATIVE PUBLIC GOVERNANCE MECHANISMS FOR THE DEVELOPMENT OF THE SOCIAL SERVICES SYSTEM IN UKRAINE
The article examines the theoretical and practical foundations for developing innovative mechanisms of public governance for the development of the social services system in Ukraine under the conditions of contemporary socio-economic transformations. The study substantiates the necessity of shifting from traditional administrative models to innovation-oriented public governance based on the integration of organizational, institutional, and digital instruments for implementing state social policy. An innovative mechanism of public governance for the development of the social services system is proposed, reflecting a logical sequence of designing, testing, evaluating, and institutionalizing managerial decisions aimed at improving the efficiency of the social sector. The role of digital transformation as one of the key directions for modernizing the social services system is substantiated. The development of state electronic social services is analyzed, and their significance for improving the accessibility of social support, optimizing administrative procedures, and strengthening the institutional capacity of public authorities is determined. The study demonstrates that the implementation of innovative public governance mechanisms creates the prerequisites for increasing the adaptability of the social services system to contemporary societal challenges, enhancing cross-sectoral cooperation, promoting the more effective use of digital technologies, and improving the quality of social service provision.
An Analytical Framework for Understanding Governance, Public Action, and Organizational Coordination: A Systematic Literature Review
Background: The increasing complexity of public policy challenges has transformed governance systems, requiring effective coordination among diverse institutions. However, existing studies often examine governance paradigms, public action approaches, and coordination mechanisms separately. Objective: This study develops and proposes an integrated analytical framework for understanding the interrelationships among governance forms, public action approaches, and organizational coordination modes within the public sector. Methods: This study applies a systematic review of 45 scholarly works published between 2000 and 2024, drawn from major academic databases including Scopus, Web of Science, and Google Scholar using predefined selection criteria. Thematic coding and conceptual framework construction were employed to trace recurring patterns within governance scholarship. Results: The findings reveal three key contributions: first, the framework traces how public-sector governance has evolved from classical bureaucratic administration to managerial reforms and, subsequently, to collaborative governance arrangements, with each transition generating distinctive coordination mechanisms. Second, the analysis synthesizes four coordination modes (hierarchy, markets, networks, and collaboration) and establishes their alignment with specific governance paradigms. Third, the study identifies critical coordination challenges including specialization-coordination tensions, departmentalism, and accountability gaps. Conclusion: The proposed framework provides a structured diagnostic tool for researchers and practitioners to analyze coordination effectiveness within specific governance contexts. Future research should empirically test this framework across diverse institutional settings.

INSTITUTIONAL MECHANISMS OF PUBLIC GOVERNANCE OF NATIONAL WEALTH AND TERRITORIAL BRANDING IN ENSURING ECONOMIC GROWTH
The article examines the institutional mechanisms of public administration of national wealth and territorial branding in the context of ensuring sustainable economic growth. The relevance of the study is determined by the need to improve public governance approaches to the effective management of territorial resource potential under the conditions of economic transformation, decentralization, and increasing regional competitiveness. The purpose of the research is to substantiate the theoretical foundations and develop a conceptual framework for the interaction of institutional mechanisms of public administration, territorial branding, and national wealth formation as a basis for long-term economic growth.The research is based on a systemic approach that made it possible to examine the interrelationships between the key components of national wealth formation. The study employs methods of analysis and synthesis, systematization, classification, logical generalization, and structural modelling to identify institutional mechanisms, determine their functional relationships, and develop the proposed conceptual model.The study systematizes institutional mechanisms of public administration by distinguishing regulatory, institutional, economic, organizational, and information and communication instruments. Their influence on national wealth formation is revealed through the effective use of territorial resource potential, territorial branding, investment attraction, and asset capitalization. As a result, the paper proposes the conceptual model «National Wealth Formation Framework», which demonstrates the logical sequence and interaction between public administration, institutional mechanisms, management instruments, territorial resource potential, territorial branding, capitalization processes, national wealth, and economic growth. The proposed framework provides a comprehensive vision of the transformation of territorial resources into long-term economic value through coordinated public administration.The practical value of the research lies in the possibility of applying the proposed conceptual framework in the development of territorial community strategies, regional development programmes, territorial branding policies, and public administration mechanisms aimed at strengthening national wealth and ensuring the sustainable economic development of Ukraine.
