Instructional Leadership in Elementary Schools: Enhancing Learning Quality in The Digital Era

Abstract

Abstract:  This study aims to examine the strategies employed by elementary school principals in integrating instructional leadership with digital transformation to improve learning quality. Despite extensive literature on educational leadership, a research gap persists regarding how instructional and digital leadership can be integrated specifically in elementary school contexts, where students require scaffolded pedagogical approaches. Using a Systematic Literature Review (SLR) methodology following PRISMA guidelines, this research synthesizes findings from 30 peer-reviewed articles published between 2015 and 2026, sourced from Scopus, Web of Science, ERIC, and Google Scholar. Thematic synthesis identifies three primary dimensions of effective leadership: (1) establishing a clear instructional vision, (2) direct supervision of teaching practices, and (3) fostering a resilient digital culture. Results indicate that instructional leadership indirectly enhances student outcomes by strengthening teacher collective efficacy and school climate. However, a digital gap—characterized by senior staff resistance and infrastructure disparities—remains a significant barrier. The study proposes a Hybrid-Instructional Leadership Model integrating pedagogical rigor, digital fluency, and emotional intelligence, requiring principals to transition from administrative managers to adaptive learning leaders. Practical implications include recommendations for redesigning leadership training programs to prioritize instructional quality and technological adaptability in primary education.
