Reimagining Digital Governance: E-Government Transformation in Accelerating Bureaucratic Reform in Mataram City

Abstract

This study aims to analyze the transformation of e-government in accelerating bureaucratic reform through the implementation of digital governance in Mataram City. This research is motivated by the demand for improving the quality of effective, transparent, accountable, and technology-based public services in the era of digital transformation. The implementation of e-government is seen as a strategic instrument in realizing modern governance that is able to increase the efficiency of public administration and strengthen public participation. However, the implementation of digital government in the regions still faces various challenges, such as limited system integration, human resource capacity, technological infrastructure, and community digital literacy. This study uses a qualitative approach with a descriptive research type. Data collection techniques are carried out through observation, documentation, and literature studies related to the implementation of the Electronic-Based Government System (SPBE) in Mataram City. Data analysis uses the interactive model of Miles, Huberman, and Saldaña which includes data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of e-government in Mataram City has contributed significantly to the acceleration of bureaucratic reform by increasing the efficiency of public services, information transparency, bureaucratic accountability, and the effectiveness of government administration. Digital transformation is realized through online-based population administration services, a digital licensing system, a public complaints application, and the integration of government information systems. This study concludes that strengthening digital governance through digital system integration, human resource capacity development, improving information technology infrastructure, and strengthening literacy and public participation are crucial factors in realizing sustainable digital bureaucratic reform in Mataram City

Towards Smart Bureaucracy: Digitalization and Resilience of Local Governance in Makassar City

This research departs from the problem of not optimal implementation of bureaucratic digitalization in Makassar City. This study aims to analyze the dynamics of bureaucratic digitalization and the obstacles faced in building resilience of local governance in Makassar City. The method used is a qualitative approach through interviews, observations, and documentation studies that are analyzed with the help of NVivo 12 Plus software. This study shows that bureaucratic digitalization in Makassar City is not just a technological process, but a structural and cultural transformation that determines the resilience of local governance. Its success depends heavily on the ability to overcome obstacles such as low digital literacy of apparatus, weak coordination between OPDs, resistance to change, and limited digital infrastructure. Effective digitalization must be understood as a strategy to build an adaptive and innovative bureaucracy through strengthening SPBE, cross-sector collaboration, and community-oriented public service ethics. Thus, digital transformation plays an important role in creating a smart, resilient, competitive, and sustainable bureaucracy in the face of the dynamics of modern governance. Thus, the success of bureaucratic digitalization in Makassar City depends on the ability of local governments to build synergy between technology, human resources, and public service values to realize smart and sustainable governance. This study concludes that digitalization in Makassar City is a fundamental structural and cultural transformation that determines the resilience of local governance. An NVivo 12 Plus-based analysis identified four main obstacles to realizing a smart bureaucracy: low digital literacy among civil servants (35%), sectoral ego barriers (25%), work culture resistance (20%), and limited infrastructure (20%). As a theoretical contribution to local organizational resilience, this study recommends halting the "hyper-application" trend and urging a strategic transition toward system interoperability (shared-service model) and reforming the digital mindset of civil servants to prevent technological redundancy.

Digital Transformation and Village Public Service Administration: A Study of Service Effectiveness in the Technology Era

The rapid development of digital technology has encouraged governments at all levels to adopt digital transformation strategies to improve the quality of public service delivery, including at the village level. This study aims to analyze the role of digital transformation in enhancing the effectiveness of village public service administration in the technology era. The research employs a qualitative descriptive approach based on a literature review of academic journals, government reports, policy documents, and other relevant publications concerning digital governance, public administration, and village services. Data were analyzed using thematic analysis to identify patterns related to the implementation, opportunities, and challenges of digital transformation in village governance. The findings indicate that digital transformation contributes positively to the effectiveness of village public services by improving administrative efficiency, accelerating service delivery, increasing accessibility, strengthening transparency, enhancing accountability, and promoting citizen satisfaction. The adoption of digital platforms and village information systems enables more accurate data management and facilitates communication between village governments and communities. However, the implementation of digital services remains constrained by inadequate technological infrastructure, limited internet connectivity, insufficient digital literacy, and the lack of technical competencies among village officials. The study concludes that successful digital transformation requires not only technological adoption but also institutional readiness, stakeholder collaboration, continuous capacity building, and inclusive digital policies to ensure sustainable and citizen-oriented public service administration in rural areas.

Strengthening Digital-Based Public Service Innovation as a Strategy to Enhance the Organizational Performance of the Makassar City Government

Digital transformation has become a crucial strategy for enhancing the quality of public services and the performance of local government organizations. However, the implementation of digital-based public service innovations still faces challenges regarding system integration, the digital capacity of civil servants, business process transformation, and the measurement of innovation's impact on public value creation. This study aims to analyze the strengthening of digital-based public service innovation as a strategy to improve the organizational performance of the Makassar City Government, focusing on the digital transformation process, organizational capabilities, and public value creation. A qualitative approach with a case study design was employed. Data were gathered through in-depth interviews with informants involved in Electronic-Based Government System (SPBE) management and digital public service delivery, alongside an analysis of policy documents and government reports. Data analysis utilized the interactive model developed by Miles, Huberman, and Saldaña, comprising the stages of data condensation, data display, and conclusion drawing. The study yielded three key findings. First, public service digitalization in Makassar City has progressed through the implementation of SPBE, Smart City initiatives, and various digital platforms, yet it still requires stronger system integration and the transformation of organizational business processes. Second, the digital capabilities of civil servants (ASN) serve as a strategic factor in the success of innovation, as they determine the organization's ability to manage change and leverage technology optimally. Third, public service innovation needs to shift from a mere digital service delivery approach toward public value creation to sustainably enhance service quality, public trust, and organizational performance.

E-Governance and Local Government Administration: An Assessment of Yenagoa Local Government Area, Bayelsa State

This research investigates the impact of e-governance on administrative efficiency and service delivery in Yenagoa Local Government Area, Bayelsa State, Nigeria. The primary objective was to assess the impact of digital technology on the efficiency of local government administration in the study area. This broad objective informed two interrelated specific objectives of evaluating the challenges affecting the implementation of e-governance for administrative efficiency and determining if e-governance wields a potential for enhancing service delivery in the study area. Anchored on the theory of technological determinism, this study employed a mixed-methods approach combining questionnaire-generated data and interviews of local government staff officials and citizens with secondary data from relevant publications. Findings indicated that while e-governance wields a potential for improving administrative efficiency, there were significant barriers, such as inadequate infrastructure, limited digital literacy, and resistance to change among public sector employees. The study concluded that strategic investments in infrastructure and capacity-building initiatives are essential for maximizing the benefits of digital technologies. Recommendations include fostering stakeholder engagement and developing tailored training programmes to enhance digital literacy among local government employees and citizens. This research contributes valuable insights into the challenges and opportunities of digital technology in public administration, particularly local government administration, thereby informing future policy and practice.
