Abstract

The rapid development of digital technologies, end-to-end automation, and artificial intelligence is fundamentally changing the structure of the modern economy. Traditional innovation systems (national, regional, and industry-specific) are transforming into complex hybrid structures where digital platforms and social communities are in continuous interaction. In these circumstances, there is an urgent need for scientific understanding and the development of a comprehensive concept of cyber-social innovation systems (CSIIS), which underlies the relevance of this study. This article presents the theoretical and methodological foundations that define the patterns of creation, operation, and evolution of CSIIS. The authors systematize the key tenets of existing approaches and develop a comprehensive methodological framework for constructing a concept for next-generation innovation systems that integrate cyber-physical spaces and social capital. The theoretical and methodological basis of this work is a convergent approach integrating principles of systems analysis, innovation systems theory (including the concepts of the Triple and Quadruple Helix), cybernetics, network economics, and the sociology of digital communications. The study utilized methods of comparative analysis, structural-functional modeling, and interdisciplinary synthesis. The article presents the economic essence and proposes a unique definition of the concept of a "cyber-social innovation system." Key theoretical and methodological approaches to developing the concept of cybersocial innovation systems are identified and systematized. The CSIS structure, consisting of three interconnected components, is examined: technological (digital platforms, data), social (human capital, trust institutions), and innovation (mechanisms for knowledge generation and transfer). The theoretical and methodological basis of the study is a convergent approach integrating the principles of systems analysis, innovation systems theory (including the concepts of the Triple and Quadruple Helix), cybernetics, network economics, and the sociology of digital communications. The study utilized methods of comparative analysis, structural-functional modeling, and interdisciplinary synthesis.

APPROACHES TO DEFINING THE ESSENCE OF DIGITAL FINANCIAL TECHNOLOGIES AND THEIR INTEGRATIVE INTERPRETATION

The article examines the theoretical and methodological foundations of the formation and development of digital financial technologies in the context of the transformation of the global financial system. It is substantiated that the complexity and multidimensional nature of this phenomenon account for the absence of a universally accepted definition in contemporary academic discourse and necessitate a systemic approach to its interpretation. The study systematizes and analyzes the main approaches to defining the essence of digital financial technologies, including the technocratic, functional-service, ecosystem, disruptive-innovation, regulatory-legal, and sociocultural approaches. Based on a critical assessment of their advantages and limitations, the paper proposes an original integrative three-level model that synthesizes these approaches into a single coherent analytical framework and reflects the objective logic of the development of digital financial technologies–from their technological foundations and financial services to the transformation of business models, market interactions, regulatory environments, and societal impacts. It is demonstrated that the proposed model overcomes the fragmentation of existing theoretical perspectives and provides a methodological basis for comprehensive analysis and for substantiating the strategic feasibility of implementing digital financial technologies within national financial systems.

Small open innovation systems as new structures of economic relations in the regional economy

Introduction. The use of advanced production technologies of the smart economy contributes to the formation of new integration structures focused on open innovation and cooperation. Technological and institutional transformations of the regional economy are specifically manifested in small open innovation systems, or SOIS, which are designed to facilitate the generation and integration of innovative solutions into traditional and new industries. Purpose. The aim of the article is to conceptualize SOIS as new subjects of economic relations derived from the analysis of the organizational configuration, the most significant principles, factors, conditions for formation, and functioning logic. Materials and methods. Methodologically, the study refers to an interdisciplinary approach, incorporating systems-synergetic and stakeholder approaches, open innovation concepts, and the triple helix model. General scientific methods of generalization and analogy, structural and bibliographic analysis are applied. Results. The criteria and features for defining the conceptual boundaries of regional innovation ecosystems are defined and characterized. The special role of developing symbiotic relationships and mechanisms for stimulating network cognitive effects in expanding the innovative potential of regional innovation ecosystems is substantiated. Relational capital, complementarity, and structural adaptability are shown to be the competitive advantages of regional innovation ecosystems. The author presents her interpretation of regional innovation ecosystems and develops an organizational model reflecting the relationships between regional innovation ecosystem participants and the external environment. Conclusions. Small open innovation systems designed to generate, verify, and commercialize innovative products and solutions are relevant models for stimulating innovation in today’s context. Practical application of SOIS advantages is crucial for regional economies, since they serve as a highly effective tool for overcoming structural inertia and accelerating innovation adoption, thereby stimulating regional economic growth. The obtained results theoretically contribute to structuring knowledge about SOISs and develop a scientific focus for their study. Further research includes empirical testing of the proposed model and studying the factors and conditions of SOIS development in various regional contexts.

Conceptual principles of forming the strategy of digital transformation of the national economy

The article substantiates the conceptual foundations for developing a digital transformation strategy to advance the national economy. It has been established that digital transformation is a complex systemic process that goes beyond the implementation of digital technologies and encompasses structural, economic, organizational, institutional, and social changes aimed at increasing the productivity, competitiveness, and sustainability of the national economy. The evolution of scientific views on the concept of “digital transformation” is systematized, and the interrelated stages of digital transformations are distinguished: digitization, digitalization, and digital transformation. It was determined that the modern understanding of digital transformation is characterized by a transition from a technology-oriented approach to a systemic vision, in which digital technologies, data, innovations, and digital competences form the basis of the structural restructuring of economic and social processes. Modern scientific approaches to interpreting digital transformation are systematized, and the expediency of using a system-integrated approach at the level of the national economy, which combines technological, economic, organizational, institutional, and social components, is substantiated. It is proposed to consider the digital transformation of the national economy as a systematic, long-term, and managed process of structural-institutional and socio-economic transformation, based on digital technologies, data, innovation, and digital competences. The relationship between digital transformation and the development of the national economy is substantiated, which has a two-way nature: economic development forms the resource, institutional and personnel prerequisites for digital transformations, while digital transformation provides new opportunities for economic growth through increased productivity, stimulation of innovation, reduction of transaction costs, development of new markets and improvement of public administration efficiency. Sociotechnical systems: historical origins and contemporary relevance

The genesis and evolution of the sociotechnical systems (STS) concept, one of the key approaches in organizational sociology and management, are considered. Based on a historical and sociological analysis of classical works and a secondary analysis of study results, the transition from the technocratic paradigm to an understanding of the inextricable relationship between technical and social components in complex systems is demonstrated. The classic works of the Tavistock Institute, which formulated the basic principles of STS, as well as the adaptation of these principles in the context of modern digital technologies such as artificial intelligence, platform solutions, and cyber-physical systems, are studied. The features of the Second Quantum Revolution are noted, which, unlike the First, is not limited to the framework of fundamental Keywords science, but transforms the very structure of interaction between technology, society, and the state. As the proceedings of the II International Symposium “Creating the Future” show, quantum technologies are becoming the core of a new sociotechnical system in which science, industry, education, regulatory institutions, and civil society are integrated into a single dynamic of coevolution. The author concludes that in the digital age, the STS concept retains its heuristic value, offering a tool for analyzing and designing organizations where the success of innovations is determined by their harmonious integration into social practices.

Theoretical and methodological approaches to researching digital transformation in economic systems

The paper systematises the theoretical and methodological foundations of digital transformation (DT) research in economic activity. The conceptual evolution of digitization, digitalization and digital transformation is analysed and their substantive differences are clarified and structured in a comparative table across five criteria. The leading theoretical frameworks used to conceptualise DT are considered: the Fourth Industrial Revolution concept, the dynamic capabilities theory, the digital business strategy approach, the digital innovation paradigm and the network society theory. DT is shown to be not a technological upgrade but a sociotechnical reconfiguration of value propositions, business models and institutional environment. A multi-level systematisation of drivers and barriers of DT is proposed, covering macro-, meso- and microeconomic dimensions. Methodological approaches to measuring DT are systematised, including a review of international and Russian composite indices (DESI, IMD, HSE indicators) and the principles of their correct design in line with the OECD handbook. The theoretical and methodological apparatus is linked to the authors' KIM and SAIG indices, confirming the practical applicability of the discussed methodology for assessing digital maturity at the national and regional levels.

Concept of Innovative Digital Infrastructure in the Context of Digital Transformation of the Economy

The article explores the theoretical and methodological foundations for developing the concept of innovative digital infrastructure in the context of the digital transformation of the economy and the increasing role of digital technologies in supporting innovation-driven socio-economic development. It is substantiated that existing scientific approaches primarily consider innovation infrastructure, digital infrastructure, innovation ecosystems, digital platforms, and information infrastructure as independent research objects without revealing the principles governing their integration into a unified organizational and economic system for innovation management. An analysis of Russian and international studies in the fields of innovation economics, digital economy, and innovation infrastructure development made it possible to identify methodological limitations associated with the absence of a holistic understanding of the architecture of innovative digital infrastructure. The paper proposes the author's concept of innovative digital infrastructure based on its interpretation as a multi-level organizational and economic architecture integrating institutions, digital technologies, infrastructure facilities, innovation actors, and interaction mechanisms into a unified system for the creation, diffusion, commercialization, and scaling of innovations. Unlike existing approaches, the proposed concept considers innovative digital infrastructure as an integrated system operating simultaneously at the macro, meso, and micro levels of the economy, thereby ensuring the continuity of innovation processes, improving the efficiency of innovation management, and creating conditions for sustainable technological development.
