Balanced functioning and development of regional innovation systems

In 2026, the key condition for implementing the concept of balanced development of regional innovation systems (RIS) will be the transition from an economic growth model to a model of structural harmony. This paper presents a synthesized description of the proposed system, combining all proposed blocks into a single scientific and practical concept: the proposed architecture of a balanced RIS is determined by the fact that its functioning reflects the dynamic equilibrium of four vectors. The first vector represents the development of the region's innovative potential (Input), reflecting institutional transformation (the Triple and Quadruple Helix models). It aims to change the rules of interaction between key players. The essence of this approach lies in the transition from the isolated work of science, business, and government to their deep integration. The second vector represents the digitalization and platform nature of the region, substantiating that modern regional information systems are moving from a physical space to a hybrid one, through the formation of digital ecosystems and platforms for rapid data exchange. The third vector encompasses the global integration and openness of the region, aiming to ensure an influx of fresh ideas and capital from outside for continuous system renewal. The fourth vector is represented by the Smart Specialization vector, responsible for resource focusing, reflecting the identification of the unique competitive advantages of a particular region. The paper demonstrates that the balanced development of regional innovation is a state strategy aimed at eliminating socioeconomic disparities between regions, improving the quality of life, and ensuring sustainable economic growth by equalizing the economic potential of regional systems, leveraging the unique advantages of each region, and supporting lagging territories through budgetary instruments and investments. The author notes that the assessment of regional innovative development is moving away from simply summing scores; in particular, balance is calculated using a harmonization index.
