Abstract
This paper provides a comprehensive conceptual model examining the intersection of artificial intelligence (AI)
and citizen trust within public administration. As governments transition from traditional e-government to algorithmic
governance, implementing automated systems such as AI-driven chatbots, automated benefit allocation and predictive
administrative routing create a significant psychological and systemic trust deficit. This research conceptualizes a threedimensional framework to analyze and mitigate this deficit with a particular focus on algorithmic transparency, decisional
equity, and data security. Hence, the proposed model addresses the shift from human-mediated bureaucracy to black-box
algorithmic execution, therefore offering public managers an ethical blueprint for designing citizen-centric digital services
that align with emerging regulatory mandates like the European Union AI Act.
Public service media are adopting artificial intelligence at a moment when diversity, equity and inclusion policies are increasingly politicised. Drawing on comparative qualitative research in the United Kingdom and Australia, this article examines how AI is embedded within Public Service Media governance and platfor...

The central claim is that constitutional and democratic requirements should not be treated as external compliance burdens when embedded into institutional design, they operate as productive constraints that improve legitimacy, implementation discipline, and the long-term trustworthiness of AI-enabled public decision-ma...

The results show that AI use significantly increases digital trust, which in turn improves decision quality, and indicates that the impact of generative AI on decision-making depends on governance conditions rather than technology alone.

The paper critiques the EU AI Act’s deprioritising human trust, advocating for enhanced individual rights and citizen participation in AI governance, to mitigate trust gaps and the declining role of fiduciary relationships.
Kettl argues public administration faces a crisis rooted in widening gaps between scholars and practitioners and between the field's core ideas and current governance issues. We identify a critical example: artificial intelligence (AI) adoption in government. AI fundamentally transforms public organizations, redistri...
