PROBAITI Volume 1 — First Edition

Ethics and Social Impacts of AI

Abstract

PROBAITI Volume 1 — First Edition is an executive guide to the EU Artificial Intelligence Act and to evidence-first AI governance, accountability and demonstrability. The volume is designed for boards, executives, governance leaders, legal and compliance professionals, risk functions, internal audit, assurance practitioners, procurement teams, technology leaders and AI system owners. It explains how organisations can move beyond governance assertions, policies and checklists toward bounded, attributable and reconstructable conclusions about AI governance. The publication introduces and applies the PROBAITI methodology, an evidence-first AI governance and assurance approach centred on the principle that an organisation should not claim more than its evidence can support. PROBAITI connects applicable authority, verified facts, assessable claims, risks, controls, evidence, testing, contradictions, findings, conclusions, accountable decisions and continuing revalidation within a defined Assurance Envelope. Core PROBAITI mechanisms introduced in this volume include the Assurance Envelope, Demonstrability Chain, Evidence Ceiling Rule, Contradiction Rule, Demonstrability Debt, dependency-based change invalidation, dual traceability, and multi-axis non-compensation. The book also provides executive guidance on EU AI Act scope and applicability, statutory roles and value-chain responsibilities, AI classification, prohibited practices, high-risk AI systems, transparency requirements, general-purpose AI models, governance and decision rights, AI inventory and lifecycle management, risk and control architecture, third-party governance, evidence and testing, bounded conclusions, accountable decisions, and continuing validity. PROBAITI distinguishes legal position, control design, implementation, operating effectiveness, evidence confidence, residual risk and governance maturity as separate conclusion dimensions. Strength in one dimension does not compensate for weakness or failure in another. This publication is an executive guide rather than a legal opinion, statutory conformity assessment, certification scheme or guarantee of compliance. Applicable law and authoritative legal sources always take precedence. The legal baseline for this First Edition is Regulation (EU) 2024/1689, as amended by Regulation (EU) 2026/1744, subject to the authoritative-source cut-off stated in the publication. PROBAITI Volume 1 — First Edition forms part of the wider PROBAITI controlled publication ecosystem, together with the PROBAITI Core Methodology Specification, Demonstrability Theory and Methodology Companion, Control Framework Specification, Executive Demonstrability Workbook and Intellectual Foundations publication.
