Enhancing Public Sector Service Delivery through Contextualized Performance Appraisal Frameworks: A Systematic Review and Conceptual Model

2026 · International journal of research and innovation in social science · Vol 10, pp. 1156-1171 · 0 citations

Abstract

The performance appraisal systems for civil service employees help improve public value. Nonetheless, there is often a deliberate misplacement when standard performance tools generally used in the private sector are applied in complex public administrative systems without sufficient attention to the prevailing local socio-political processes. This systematic literature review studied the public sector personnel literature published from 2017 to 2025 to assess the impact of evaluation clarity and organizational fairness on worker productivity. The study utilizes the Antecedent, Behavior, Consequence (ABC) framework and looks at custodians; political patronage, rigid centralization, severe fiscal constraints, and high-power distance cultures as moderating effects. According to the review, set targets are not effective in improving institutional outcomes in the absence of administrative action, or when such actions are perceived to be unfair. To fill this gap, it develops a contextualised performance framework fit for the governance requirements and data-collection sensitivities of constitutional oversight bodies such as the Office of the Ombudsman. Finally, the paper offers a few policy suggestions about decentralising authority over human resource and shielding evaluation from politics.
