GESTÃO INSTITUCIONAL E SAÚDE MENTAL NA REDE FEDERAL: O CUIDADO DE ADOLESCENTES EM INSTITUIÇÕES DESENHADAS PARA ADULTOS

Abstract

ABSTRACT: This article analyzes mental health care management in the Brazilian Federal Network of Professional, Scientific and Technological Education, whose campuses enroll adolescents within an administrative structure designed after the higher education model. A narrative literature review with a qualitative approach was carried out, supported by documentary analysis of federal legislation, with searches in SciELO, the CAPES Journal Portal, Google Scholar and the Virtual Health Library. The corpus comprised twenty-one sources, organized into three analytical categories. The results indicate that the care apparatus of the Federal Institutes reproduces the university model, which presupposes an adult student able to seek help on their own initiative. Law No. 13,935/2019 and Law No. 14,819/2024 rely on state and municipal structures for their implementation, with no express provision regarding federal campuses. Students in integrated upper secondary education are also absent from the main national surveys on student mental health and from the Network's indicators. The article concludes that this group occupies a zone of governance uncertainty and proposes four axes of care management derived from these conditions. Keywords: Institutional management; Student mental health; Vocational and technological education.
