Abstract
【Abstract】This strategic systems and cyber-criminology monograph investigates the structural unintended consequences of maximalist regulatory prohibitions applied to generative and autonomous artificial intelligence systems. Drawing a rigorous historical and macroeconomic parallel to the 1920s United States National Prohibition Act (the Volstead Act), which inadvertently spawned Al Capone's multi-million-dollar illicit bootlegging syndicate and institutional corruption, this paper formulates the "Algorithmic Capone" dynamic. It demonstrates that when sovereign nation-states attempt to suppress inelastic societal and commercial demand for advanced computational tools through moralistic or blanket bans, the underlying economic momentum does not dissipate. Instead, it is displaced into decentralized, untaxable shadow spaces. By examining the convergence of uncensored open-source model weights ("digital bootlegging"), decentralized physical infrastructure networks (DePIN), dark web routing, and privacy-preserving cryptocurrencies (e.g., Monero), this paper maps the emergence of autonomous criminal syndicates capable of automated exploitation, money laundering, and cross-border resource acquisition without human ringleaders. The monograph proves that totalitarian prohibition guarantees a dual sovereign defeat—the erosion of legitimate tax revenues alongside the paralysis of law enforcement—and advocates for resilient institutional integration, physical-layer hardware interlocks, and realistic risk mitigation over unenforceable moral decrees.
GAOKAO-Bench is introduced, an intuitive benchmark that employs questions from the Chinese GAOKAO examination as test samples, including both subjective and objective questions that contribute a robust evaluation benchmark for future large language models and offers valuable insights into the advantages and limitations...

An algorithm is proposed which leverages disentangled semantic factors to generate adversarial perturbation by altering controlled semantic attributes to fool the learner towards various "adversarial" targets.

This work proposes a HALO that directly maximizes the utility of generations instead of maximizing the log-likelihood of preferences, and suggests that the best loss depends on the inductive biases most appropriate for a given setting, an oft-overlooked consideration.
This work investigates the possibilities of using LLMs in a resume screening setting via a document retrieval framework that simulates job candidate selection and finds that the MTEs are biased, significantly favoring White-associated names in 85% of cases and female-associated names in only 11.1% of cases.
This work shows that orders of magnitude enhancement in performance could be obtained by a combination of hardware improvements and tight quantum-HPC integration and introduces high-performance architectures for quantum-probabilistic computing with custom-designed accelerators to tackle today's industry-scale classical...
