Enablers and Barriers in Knowledge Management Process in the Public Sector: A Systematic Review

Knowledge management (KM) is recognised as a strategic practise that enhances creativity, efficiency, and value creation. However, research into its implementation in public management remains limited, characterised by fragmented conceptual approaches and a scarcity of empirical evidence demonstrating its impact. This gap highlights the need to systematise existing knowledge and comprehensively analyse its development. The present study offers a thorough review of the literature related to KM in the public sector, focusing on studies published from 2015 to 2025 across the Scopus, ScienceDirect, Wiley, and IEEE Xplore databases. A total of 40 research articles were selected and analysed using MAXQDA Analytics Pro software for data coding and synthesis. The findings indicate that knowledge exchange, transfer, and sharing are the most prominent KM processes, primarily concentrating on human resources, followed by organisational resources. Additionally, the study identified 64 enablers—notably collaborative work, motivation, training, digital systems, and repositories—and 46 barriers, highlighted by insufficient technological infrastructure, limited integration, resistance to change, scepticism, bureaucracy, and the absence of regulatory frameworks. Ultimately, the analysis underscores a critical need to strengthen interdisciplinary theoretical frameworks that clarify the relationships among KM and aspects of innovation, organisational performance, and public sector governance.

Mapping the human side of projects: Global scientometric insights into communication, leadership, and stakeholder engagement (2005–2025)

The success of project management is contingent upon the development of essential competencies, including communication, management, leadership, team coordination, and stakeholder management. However, the possession of these skills alone does not guarantee the achievement of project objectives. In this context, this study performs a scientometric analysis of scientific production published between 2005 and 2025 to identify the main trends and theoretical contributions to these skills. The findings indicate a sustained growth in scientific production, with an overall annual growth rate of (−3.28%), signifying an increase of 59.45% between 2005 and 2009 and a consolidation of the field between 2010 and 2017 (+24.62%). The International Journal of Project Management was the Q1 journal with the highest number of publications and impact, followed by Sustainability (Switzerland) and Project Management Journal. With respect to the most prolific authors, Dr. Diana Mesquita and Rui M. Lima are at the forefront, each having published four scholarly articles. Notably, Liu Bingsheng S. has garnered the highest number of citations, with a total of 116, indicating a significant impact on the academic community. The findings indicate that effective communication and collaborative leadership are pivotal factors in the success of projects, and that their strategic development within organizations significantly increases the probability of achieving successful results.

What Does the Brazilian Industry Expect from Product Owners? An Analysis of Soft Skills in Job Postings

The Product Owner (PO) plays a central role in agile software development by connecting stakeholders and development teams. This study identifies and analyzes the soft skills required of POs in the Brazilian software industry by analyzing 202 job postings published between July and October 2025 on LinkedIn, Gupy, and Glassdoor. The results indicate a predominance of skills related to communication, analytical abilities, collaboration, and negotiation. Notably, communication appears in 54% of the analyzed postings, making it the most frequently mentioned soft skill. The findings contribute to understanding the competencies valued by the industry and may support the development of professional resumes and academic curricula for PO training.
