Abstract

The article analyses the state of development of the higher education system in the process of transition from traditional teaching methods to a competency-based approach. Different approaches of scientists to the definition of the concepts of “competences”, “competencies” and “learning outcomes” in the context of reforming higher education according to European models are substantiated. Attention is focused on the importance of implementing a competency-based approach at all levels of educational activity, since this affects not only the adaptation of specialists to the conditions of the modern labor market, but also forms the foundation for the professional development of the individual and makes it possible to ensure a continuous process of self-improvement throughout life. The paper also examines the opinions of leading scientists regarding the transformation of the educational paradigm from passive accumulation of knowledge to the formation of the ability to creatively solve practical problems. An analysis of the Ukrainian regulatory and legal framework in the field of education was conducted, followed by a comparison of its key provisions with European and North Atlantic educational approaches and strategies. The method of implementing the competency approach for higher education applicants in general and higher military education in particular is substantiated. The concept, aims and principles of implementing an individual educational path in the system of higher military education are considered through personalization of the educational, adaptability of content, flexibility in learning and focus on a specific professional and job profile. The functions of the competency-based approach are outlined (operationalization, activity-technological, educational, diagnostic). Special attention is paid to the means and mechanisms for implementing the competency-based approach, such as: the use of information and communication adaptive platforms; building training according to functional and job models (profiles); integration of blended and distance learning forms; implementation of individual development plans in accordance with NATO standards. The paper concludes that the implementation of an individual educational path based on a competency-based approach will ensure the training of an officer capable of rapid adaptation in a dynamic security environment and effective performance of tasks in multi-level management structures.
