Abstract

The El-Rakhawi Doctrine of Evolutionary Genomic Sovereignty governs human genome editing in light of the 2026 Harvard ancient DNA study revealing accelerated directional selection. It establishes five pillars: (1) The Principle of Evolutionary Contextuality, mandating Evolutionary Historical Audits before modifying variants associated with modern traits to prevent erasing vital ancestral adaptations. (2) Absolute Prohibition of Algorithmic Neo-Eugenics, criminalizing AI-driven embryo optimization for social or economic traits like income or education. (3) Mandatory Evolutionary Caution Reports for gene therapies targeting strongly selected alleles, ensuring regulatory bodies assess pleiotropic risks. (4) Establishment of the International Agency for Genetic Heritage Protection (IAGHP) to oversee compliance and maintain global databases of evolutionarily significant variants. (5) The Right to Evolutionary Integrity, protecting individuals from unauthorized modifications that erase their genetic heritage.
