Human Agency in AI Use: Exploratory findings from surveyed generative AI users

Abstract

This report presents exploratory findings from a survey of 76 adults who had used generative AI for at least three months. It examines how everyday AI use relates to independent thinking, verification, explanation, capability retention and decision authority. Three patterns emerged. Frequency of use was a weak guide to retained agency. Delegation to AI appeared alongside behaviours associated with verification, explanation and independent judgment. The measured behaviours did not form a single overall agency score, which supports treating agency as multidimensional. The report proposes six working domains of human agency and outlines implications for individuals, organizations, AI designers and policy. Version 1.1 adds a statistical power analysis, correction for multiple comparisons and item level results, and clarifies the study's ethics and anonymity procedures. The findings informed the Neuravox Policy Lab's Human Agency Framework.
