Strengthening the resilience of Ukraine's food industry in the context of war, global risks and European integration

Abstract

The article examines the resilience of Ukraine's food industry under the combined influence of full-scale war, global risks and European integration challenges. The purpose of the study is to identify the key factors that affect the stability of the national food industry and to substantiate strategic directions for strengthening its adaptive capacity in wartime and post-war recovery. The research is based on a systemic and analytical approach, combining the assessment of institutional, logistical, economic, environmental and regulatory challenges with the analysis of long-term development priorities for the food sector. Special attention is paid to disruptions in supply chains, loss of production capacities, rising production costs, labour shortages, export constraints, environmental risks and the need to harmonize Ukrainian food policy with European standards. The findings indicate that the resilience of the food industry depends on the development of local food systems, diversification of logistics, support for processing capacities, implementation of food safety and quality standards, digital transformation and stronger institutional coordination. The article argues that European integration should be considered not only as a regulatory obligation, but also as a framework for modernization, innovation and long-term competitiveness of Ukraine's food industry. The practical value of the research lies in outlining policy-oriented measures that may support recovery planning and enterprise-level adaptation.

STRATEGIES TO INCREASE FOOD SECURITY IN THE EUROPEAN UNION

Against the backdrop of increasing food insecurity, the development and adaptation of food-supply strategies aimed at ensuring sustainable societal development within the European Union are becoming increasingly important. In this context, the optimization of regional food-supply and logistics systems operating under relatively stable conditions, together with their coordination and adaptation in response to global crises, represents an effective, efficient, and scientifically grounded approach. A systematic analysis of the structure of imports of critical food products and agricultural raw materials can support the coordination of individual subsystems and facilitate timely responses to emerging risks and disruptions. The optimization of regional food-supply and logistics systems is closely linked to their functionality and resilience, which vary across European regions. Identifying vulnerabilities within EU food-supply chains is therefore a key direction for the timely detection of threats and risks and for the development of targeted strategies and action plans capable of addressing geopolitical and economic instability.

The Impact of the Russia-Ukraine War on Food Security and Economic Growth: Case of South Africa

The Russia–Ukraine war has precipitated severe global economic and food security challenges, disrupting trade, production, and supply chains that underpin the international food system. This study critically examines the multidimensional impacts of the conflict on global food security and economic stability, with a specific focus on South Africa. Drawing on secondary data sources and existing literature, the research explores how disruptions in agricultural exports from Russia and Ukraine key suppliers of wheat, maize, sunflower oil, and fertilizers have intensified food price volatility and heightened vulnerability among import-dependent nations. The analysis reveals that Africa, and particularly South Africa, faces disproportionate effects due to its reliance on imported staple foods and energy products. Moreover, the study highlights broader macroeconomic repercussions, including trade imbalances, supply chain disruptions, reduced investor confidence, and slower economic growth. The findings underscore the need for policy interventions aimed at strengthening food system resilience, diversifying trade partners, investing in domestic agricultural production. Ultimately, the paper contributes to a deeper understanding of how geopolitical conflicts transcend borders to shape the economic and food security landscapes of developing nations like South Africa.

ECONOMIC RESILIENCE AND COMPETITIVENESS OF AGRI-FOOD CHAINS IN WARTIME: THE CASE OF UKRAINIAN ANIMAL HUSBANDRY

The economic resilience and global competitiveness of agri-food chains are critical components of national economic security, particularly in times of geopolitical instability. The full-scale Russian invasion of Ukraine had a highly disruptive effect on the macroeconomy as a whole, including livestock agri-food chains driven by agricultural enterprises and households. This study evaluates how these chains can preserve their viability under extreme risk conditions through structural adaptations and market reorientations. The study hypothesis was that Ukrainian livestock agri-food chains had developed distinct institutional and structural patterns of economic resilience, enabling them to maintain international competitiveness despite wartime pressures. The purpose of the research was to evaluate the structural changes, market adaptability and trade competitiveness of Ukrainian animal husbandry between 2021 and 2024, as the sector establishes stronger links with the EU. The research methodology used available official statistics and encompassed quantitative econometric tests (Student's T-test), regional cluster optimisation modelling and trade balance analysis. The findings revealed a significant structural divergence. Agri-food chains anchored by agricultural enterprises demonstrated high economic stability in capital-intensive sectors such as egg production, pork production and poultry production. The agri-food chains led by smallholder households only retained dominant market shares in the highly fragmented milk and honey niches. Optimisation modelling identified three distinctive economic clusters in regional agribusiness, mirroring pre-war configurations but with an increased focus on exports. Despite massive asset destruction, the paper proves that strategic resource reallocation and a pivot to exporting to the EU market allowed Ukrainian agri-food chains to remain competitive in international trade. This lays the groundwork for their integration into the EU's Common Agricultural Policy (CAP).

ENVIRONMENTAL SUSTAINABILITY OF NATIONAL ECONOMIC SYSTEMS IN THE CONTEXT OF GLOBAL ENERGY AND RESOURCE INSTABILITY

Against the backdrop of global instability in energy and resource markets, ensuring the environmentally balanced development of national economies has become a top priority. For Ukraine, which has overcome the consequences of the armed conflict, remains dependent on fossil fuels, and is integrated into the European energy system, this task is complicated by many factors. The fragmentation of environmental regulations, the obsolescence of industrial infrastructure, and poor coordination among government agencies are hindering the transition to a “green” economic model. The aim of this article is a comprehensive study of the environmental sustainability of Ukraine’s economy in the context of global energy and resource instability. The paper identifies key elements of sustainability–the degree of energy sovereignty, resource consumption intensity, institutional effectiveness, and the level of environmental awareness–along with an analysis of the main obstacles in each area. The study analyzes geopolitical factors destabilizing supply chains and the role of international climate mechanisms (carbon regulation, “green” bonds) in enhancing the economy’s adaptability. Energy transition scenarios for solar, wind, hydro, and bioenergy are examined, with a differentiation of potential benefits and limitations. Particular attention is paid to the implementation of circular models in industry, construction, and the agricultural sector, the adaptation of international environmental standards, and the development of environmental monitoring systems. Key actors in the environmental transition–from state regulators to local communities–are systematized. Strategic priorities include the modernization of energy infrastructure, the development of distributed generation from renewable energy sources, tax incentives for resource conservation, and the expansion of recycling capacities. Together, these measures will increase Ukraine’s resilience to external shocks and strengthen its position in the clean technology market.

Agribusiness development strategy to ensure Russia's food security

The article provides research on the state of the agro-industrial complex of the Russian Federation, and evaluates its role in ensuring the country's food security. The purpose of the study is to analyze the dynamics of changes in key industry indicators, assess the growth trajectory of agricultural production, the level of technological independence of Russia, and its export potential in terms of foreign trade operations of domestic agricultural products based on statistical data for the period from 2024 to the present. Special attention is paid to the problems of ensuring the country's food security in difficult modern foreign policy and foreign economic conditions, burdened by the tightening of economic sanctions by a number of unfriendly countries. The main research methods used were general scientific methods of generalization and systematization of information, tools of economic analysis, and an integrated approach to assessing the dynamics of changes in the studied indicators. The study identified the main challenges and risks constraining the development of the Russian agricultural system, and proposed strategic directions for improving government policy in this area, aimed at ensuring food security and achieving food independence of Russia in the current external conditions.

STRATEGIC MECHANISMS FOR BUILDING THE COMPETITIVENESS OF UKRAINE’S AGRICULTURAL PRODUCTS IN GLOBAL MARKETS AMID GLOBAL TRANSFORMATIONS

This article examines the theoretical, methodological, and practical foundations for developing strategic mechanisms to ensure the competitiveness of Ukraine’s agricultural products in global markets amid contemporary global transformations. It is argued that the transformation of the international economic environment, increased geopolitical instability, changes in the configuration of global value chains, the acceleration of digitalization, stricter environmental requirements for food production, and the growing importance of food security are shaping new conditions for the agricultural sector’s operation, under which traditional price-based competitive advantages no longer ensure long-term positions in international markets. It has been demonstrated that the competitiveness of modern agricultural products is determined by a combination of production, technological, institutional, logistical, financial, marketing, and organizational factors, which must function as a single, strategically coordinated system.  The study employed systemic, structural-functional, institutional, strategic, comparative, and comprehensive approaches, which enabled the development of a holistic view of the mechanisms for ensuring the international competitiveness of agricultural products. The study identified key global transformations that most significantly influence the development of Ukrainian agricultural exports, including military risks, changes in global logistics, climate challenges, the digitalization of international trade, stricter environmental regulations, and the reorientation of international food markets. The paper demonstrates the need to transition from a predominantly raw-material-based export model to a model focused on high-value-added products, emphasizing innovation, quality, traceability, international certification, and effective marketing. A conceptual approach is proposed for developing a strategic mechanism to enhance the competitiveness of agricultural products, which integrates production and technological, export, financial and investment, institutional, logistical, marketing, and risk-oriented mechanisms. The paper justifies directions for improving state policy regarding the stimulation of exports of agro-industrial complex products, the development of modern logistics infrastructure, support for agricultural innovations, the integration of Ukrainian producers into global value chains, and the strengthening of the international competitiveness of domestic products.
