pv-residual-rl: network-aware rooftop PV subsidy planning with an exact allocation layer and residual reinforcement learning

Abstract

Simulator, baselines, experiment scripts, per-scenario results and trained models for the multi-year allocation of a rooftop-PV subsidy budget across the 32 neighbourhoods of an IEEE 33-bus feeder under uncertain acceptance, demand growth and irradiance (19 years of PVGIS data for Tehran). The package contains the LinDistFlow planning environment with an optional substation tap changer, an exact expected-capacity allocation layer, rule-based, rolling-horizon and lookahead baselines, plain and residual PPO agents, the paired evaluation protocol, OpenDSS re-evaluation scripts, a wait-and-see bound and the energy, emission and budget-efficiency accounting of the main policies. All results in the repository are reproduced by the scripts in scripts/; see README.md and docs/decisions.md.
