Abstract
Faced with objective global challenges and striving to develop within the global trend of the blue economy, the leading countries of Western Europe are successfully using new technologies, including digital technologies, which are shaping the path to a greener future and strengthening their positions in the global economy. This path is aimed at mitigating the most acute environmental risks, strengthening its presence in the blue technology markets, as well as maintaining international cooperation in relevant segments of the global economy and achieving sustainable development goals. The article consistently analyzes the situation in the development of the blue economy in Germany and France, identifies their priorities, revealing the internal logic and inherent contradictions of this process. It is concluded that Germany and France have come a long way towards developing a blue economy based on the formation of national and pan-European strategies, and remain Western European leaders in the relevant field. However, the authors conclude that upon closer examination, these strategies reveal their deeply adaptive and largely contradictory nature. The author substantiates the point of view on the need for a systemic transformation of the marine economy and leadership in new industries in the field of environmental protection, especially in the field of renewable energy sources (RES), in order to create new opportunities to strengthen national positions in the global market in the future. The methodological basis of the research consists of general scientific methods of analysis and synthesis, induction and deduction, historical and logical methods, as well as special research methods such as system analysis, comparative analysis. The official documents of the governments of France, Germany and other countries, data from international organizations and the works of leading experts in the field under consideration were used as a theoretical and analytical base.
In recent years, the continuous and rapid development of technological innovations, and above all digital innovations, has been radically transforming established processes in global production of goods and services, as well as production and supply chains. This is leading to flexible yet unstable development at all levels of the global economy, changing the nature of relationships among economic actors at the micro-, macro-, and meso-levels, and affecting all spheres of citizens’ lives. In this context, global crises are becoming a permanent feature and require public administration and business management systems to promptly identify and control manifestations of such disruptions in the socioeconomic environment and to select scientifically sound and relevant tools to ensure governability toward the sustainable development of society. This article identifies and substantiates the hypothesis that timely identified and well-founded trends lay the foundation for rethinking the nature of ongoing processes and analyzing the strategic behavior of both economic entities and authorized government bodies. It is argued that the key factor influencing socio-economic processes today is the war in Ukraine, as its consequences affect various regions of the world, causing serious problems for the global economy, characterized by a slowdown in growth, rapid inflation, and recession. It has been established that artificial intelligence (AI) technologies will have a key impact; therefore, the effective use of AI should be aimed at remaining flexible, understanding market needs, and constantly adapting to technological progress. Furthermore, investments in artificial intelligence solutions will enable companies not only to optimize business operations and reduce costs but also to provide customers with the expected value and experience. A proposal has been substantiated regarding the need for broad involvement of the domestic scientific community, with mandatory collaboration with European partners within the framework of European integration programs, to analyze and forecast identified trends with the aim of making them systematic and scientifically sound. Key objectives of state economic policy have been developed and proposed as a response to the challenges posed by global development trends.

This study aims to explore the prospects of the digital economy amid global technological transformations by examining three main pillars: specialized artificial intelligence, the expansion of global connectivity, and the promotion of a sustainable digital economy. Drawing on international reports, academic studies, and practical experiences, the study finds that specialized artificial intelligence constitutes a strategic driver for developing solutions tailored to local needs, thereby enhancing service efficiency and strengthening the competitiveness of emerging economies. Furthermore, the expansion of high-speed connectivity is identified as a prerequisite for integrating economies into global value chains and fostering collaborative innovation. In parallel, supporting a sustainable digital economy represents a strategic framework that aligns digital transformation with the Sustainable Development Goals through the integration of renewable energy, green computing, and responsible digital governance mechanisms. Overall, the findings indicate that building a balanced digital economy requires the integration of technological innovation with sound policies, strengthened international partnerships, sustained investment in digital infrastructure and skills development, and the adoption of data transparency and disclosure policies to ensure long-term sustainability.

Introduction. In the context of the reformatting of systemic principles for economic development under the influence of scientific and technological progress based on the digital transition and current economic realities, the regional economy serves as the primary unit. Collective success in adapting Russia's regional economies to the current long-term economic environment will signify the successful reformatting of the entire national economy. The choice of the regional economy as the primary unit of study for the digital transformation of the technological foundation is due to the fact that this level meets all the criteria of an economic system capable of a closed innovation and investment cycle. A national economy, especially one as large as Russia, has a complex structure, and standardized recommendations cannot be applied to it. On the contrary, a region, at the level of administrative-territorial division, is distinguished as homogeneous, including economically. By definition, a region possesses homogeneity and systemically similar demands from stakeholders in economic relations. Russia is characterized by the problem of uneven development and systemic backwardness of its regions, which hinders the realization of their innovative potential. The situation has worsened with the emergence of artificial intelligence as the basis for the formation of a new platform-based economy. While regional economies developed on the previously established infrastructural basis, often created during the Soviet era, until the early 2000s, a large-scale restructuring is now required. A different approach to the current situation carries the risk of degrading the innovation process in the regions, with its subsequent transition to the digital economies of the country's megacities. Materials and Methods. In preparing this article, I analyzed data presented in official statistics and the works of Russian scholars published in open sources. Considerable attention is given to the factors driving the dynamics of innovation and the evolution of the innovation economy itself, as applied to its regional aspects. After collecting and processing the information, when formulating conclusions, particular attention is paid to the algorithmic application of the author's recommendations to all regions and the categorization of non-universal recommendations by type of region with similar types of innovation systems. To collect and analyze the diverse experience of domestic and foreign innovation policies at the regional level, I used a synthesis method. At the same time, the author avoids the practice of universal generalizations and tailors them to the specific needs of innovation and investment systems. Results and key findings. As a result of the conducted research, a concept for a regional innovation system is proposed. This concept has two levels and is applicable both to specific regions and to the level of economic interaction between individual regions and the federal center. The following criteria are adopted in the proposed study to ensure the balancing of regional investment and innovation systems:
ensuring the fundamental feasibility of restructuring regional innovation systems based on the technological foundation;
balancing the innovation and investment components within the regional socio-economic system through the population's propensity for entrepre-neurial initiatives;
ensuring the integration of regions into the trajectories of achieving the goals of innovative development of the economy at the federal level in such a way as to maximize the gains of participants at all levels while maintain-ing material interest for each participant (or category of participants with similar interests) involved in the proposed interaction algorithm.
Based on the development of a balanced development roadmap, an algorithmic sequence of economic and organizational innovations is proposed to harmonize the proposed initiatives at the regional level. Discussion. Further consideration of the proposed framework initiatives for specific application to address specific challenges, all other things being equal, deserves special attention. Thus, the possibility of using proprietary initiatives after stabilizing the digital framework of regional innovation and investment systems and the spread of innovation processes beyond the regional economy is of interest for a more in-depth study.

Driven by rapid technological advancements and evolving market dynamics, the space sector is undergoing a profound transformation, emerging as a commercially reconfigured industry in which private firms play an increasingly central role. Over the past decades, private actors have demonstrated not only their capacity to enter the space market, but also to lead innovation, shape technological trajectories, and redefine competitive structures. These developments call for regulatory adaptation, both to reduce uncertainty for institutions and firms and to enhance the sector’s competitiveness and innovative capacity. In this context, Italy promulgated its new Space Economy Law in June 2025. This paper examines the opportunities and challanges of this legislation. Our study contributes to existing literature providing a documented and critical analysis of the law’s key features, highlighting its potential to support emerging private firms, sustain research activities, strengthen public–private collaboration, and advance a coherent strategic industrial vision. The paper also makes a theoretical contribution to the Sectoral Systems of Innovation (SSI) literature by extending the framework toward an “inter-sectoral systems of innovation” perspective, better suited to capturing innovation dynamics that span multiple technological and industrial domains. Finally, the paper proposes a set of policy recommendations aimed at ensuring the effective, competitive, and sustainable implementation of the new law.

This article examines the role of the platform economy as a factor in the modernization of the Russian economic system. The relevance of this topic is driven by global digitalization and the need to find new growth drivers in the face of external constraints. The study focuses on the development of the platform economy in service industries amid digital transformation. It is argued that digital platforms are becoming a significant mechanism for organizing interactions between service providers and consumers, reducing the costs of promoting goods (works, services), increasing the transparency of market transactions, and accelerating the dissemination of innovative service solutions. It is argued that catalyzing platform transformation requires a systemic public policy based on adaptive legal regulation, large-scale investments in technological foundations, support for innovative entrepreneurship, and the implementation of digital competency development programs. The accumulation of these efforts will allow the platform model to become a driver of structural restructuring of the Russian economy, ensuring its technological sovereignty and high adaptability to global challenges.

Digital transformation shapes the current course of economic development in the European Union. It strengthens the competitiveness of economies and stimulates innovation and labor productivity. However, digitalization also carries the risk of uneven development between countries and sectors. Issues of digital maturity, security, and sustainability are particularly important. The aim of this study is to provide an in-depth analysis of the challenges arising from the digital transformation for the European Union economy. It also assesses the impact of digitalization on financial and economic development. The study covers technological, institutional, social, and financial aspects of digitalization. The methodology is based on statistical, econometric, and scenario analysis. Panel models, the DSGE approach, and system dynamics modeling were used.The significant positive impact of digitalization on the economic growth of the Member States was revealed. The acceleration of labor productivity due to the introduction of modern digital technologies was analyzed. The emergence of a digital core between the countries of Northern and Western Europe was investigated. The existence of digital asymmetry between different Member States of the European Union was confirmed. The connection between digital transformation, innovation, and sustainable economic development was established. The positive impact of digital maturity on the macroeconomic competitiveness of countries was investigated. The existence of threshold effects of digitalization on economic efficiency was emphasized. Prospective scenarios for the digital development of the European Union until 2030 are proposed.This study confirmed the systemic nature of the digital transformation of the economy. Digitalization is a significant driver of economic growth and convergence. However, the risk of digital inequality and technological dependence remains. The effectiveness of these transformations depends on the institutional capacity of countries and investments. Developing digital skills among the population and infrastructure remains a priority, although cybersecurity, innovation, and coordinated digital policies are also important.
