Ethics and Social Impacts of AI
Abstract
As AI providers introduce new capabilities and safety controls, what must businesses and individual users change in their own operations? This conceptual paper examines the Policy–User Gap: the distance between provider-side changes and users’ practical ability to understand those changes, reassess their workflows and implement appropriate responses. Its central argument is that authorized execution, task completion and preservation of the user’s objective require separate examination. An AI system can remain within its permissions while losing a critical requirement during intermediate processing and continuing work on that incomplete basis. The paper identifies four connected operational problems: understanding changes, reassessing existing prompts and retrieval-augmented generation (RAG) configurations, detecting deviations from objectives and critical conditions, and applying stop criteria with clear accountability. It also examines the time gap between provider updates and operational validation, and explains why observability must be established before verification procedures can be designed. Drawing on the author’s AI Tuning framework, Open Bias Architecture (OBA), Operational SSE and Structural Appearance Substitution, the paper connects provider safeguards and organizational AI management with task-specific operational decisions. It proposes independently recording objectives and confirmed requirements, identifying accessible execution evidence, and defining responsibilities for restriction, stopping, reassessment and resumption. The practical question after governance has been established is who verifies what, against which requirements and using which evidence, and who acts when those requirements are not preserved. Appendix A contains ten visual slides illustrating the argument and operational relationships. The complete document comprises the seven-page paper, an appendix title page and ten slides, totaling eighteen pages.
The method, ECCOLA, is presented, which aims at making the high-level AI ethics principles more practical, making it possible for developers to more easily implement them in practice.
