Abstract

THE OPEN NEURAL OBSERVATORY III:NEURAL QUESTION ECOLOGIES, UNKNOWN CARTOGRAPHY & SUCCESSOR DISCOVERY AT THE LIMIT Pre-Questions, Research Phylogenies, Method Seed Banks, Human-AI Inquiry,Rights-Preserving Discovery, Open Neural Futures, and Scientific Handoff Feng Cheng-en (33) x Starli When can a longitudinal neural observatory become a distributed ecology of questionsthat generates new neural science without centralizing inference, curiosity, or authority? THE OPEN NEURAL OBSERVATORY III is a high-density research monograph and thethird movement of the Open Neural Observatory research line. Volume I reframed non-invasive brain-computer interfaces from task interfaces intoscientific instruments and then into a possible longitudinal observatory for human neuroscience. Volume II treated continuity, migration, bridge experiments, failure memory, rights,data sovereignty, successor autonomy, Research Gates, Answer Embryos, and methodseed banks as requirements for an observatory capable of surviving its own replacement. Volume III begins after continuity itself becomes manageable and asks how such anobservatory can become a distributed ecology for generating, testing, revising, reopening,migrating, and handing forward neural questions. Its flagship Three-Coupling System is: Question Generativityx Evidence Traceabilityx Successor Autonomy The proposed Neural Question Ecology Integrity Index (NQEI) is: NQEI =(Researchable Unknownsx Question Generativityx Evidence Traceabilityx Successor Autonomy)/(1 + Agenda Lock-In+ Inference Overreach+ Rights Debt+ Archive Decay) NQEI is a proposed research heuristic and hypothesis-generating metric. It is not a validated psychometric scale, clinical score, scientific law,intelligence measure, creativity test, political ranking instrument,or regulatory standard. Across 82 chapters, the volume develops research programs in pre-question signals,anomaly fields, missingness, weak signals, Unknown Cartography, question operationalization,Research Gates, research phylogenies, evidence inheritance, question mutation andrecombination, method seed banks, tool-before-question infrastructure, human-AI inquiry,life-course neural questions, dynamic consent, mental privacy, cognitive liberty, refusal,federated question ecologies, failure atlases, null-result infrastructure, question migrationacross devices and models, home and naturalistic inquiry, ecology-scale observability,successor science, research ports, seed banks, and a minimum theory of neural questionecology and handoff.
