TL;DR

It is argued that successful digital HRM in Romania goes well beyond the simple adoption of new technologies, and depends on sound governance, effective human control, sustained investment in digital skills and genuine inclusion measures, all aligned with European standards.

Abstract

Digitalisation has become one of the main forces reshaping Human Resource Management. This paper examines how Artificial Intelligence, erecruitment and HR Analytics are changing the way organisations attract, assess, develop and retain talent, with particular attention to the situation in Romania. Based on an integrative literature review of academic and institutional sources, the study analyses four key areas: the benefits and limitations of AI in HR decisionmaking, the impact of digital recruitment and online interviews on candidate experience, the factors influencing the adoption of HR Analytics, and approaches to reducing digital skills gaps while promoting inclusion. The findings indicate that these technologies can generate significant improvements in efficiency, speed and consistency. At the same time, they introduce notable risks – algorithmic bias, privacy concerns, perceived surveillance and the potential to widen inequalities when digital competencies vary widely. The paper argues that successful digital HRM in Romania goes well beyond the simple adoption of new technologies. Real progress depends on sound governance, effective human control, sustained investment in digital skills and genuine inclusion measures, all aligned with European standards.

The Reality of Electronic Human Resources Management in Palestinian Authority Institutions.

Electronic Human Resource Management (E-HRM) has emerged as a strategic component of digital transformation, fundamentally reshaping how organizations manage human capital through information and communication technologies. While considerable progress has been achieved in implementing digital HR practices globally, the body of knowledge concerning E-HRM within Palestinian Authority institutions remains fragmented across different sectors and lacks an integrated analytical synthesis. Therefore, this study aims to provide a comprehensive qualitative literature review of the reality of Electronic Human Resource Management in Palestinian Authority institutions by critically synthesizing Palestinian, Arab, and international literature to examine its conceptual foundations, core functions, implementation practices, organizational benefits, implementation challenges, and emerging research directions. The study adopts a qualitative literature review approach based on critical analysis and thematic synthesis of peer-reviewed journal articles, books, reports, and relevant academic publications in both Arabic and English. The review integrates evidence from multiple contexts to provide a comprehensive understanding of the evolution of E-HRM and its application within the Palestinian public sector. The findings indicate that E-HRM has evolved beyond the automation of traditional HR functions into a strategic organizational capability that supports digital transformation, organizational performance, governance, workforce planning, employee development, and evidence-based decision-making. The review further reveals that Palestinian Authority institutions have made measurable progress in adopting electronic HR practices; however, implementation remains uneven due to challenges related to technological infrastructure, organizational readiness, financial resources, cybersecurity, system integration, leadership commitment, and employees' digital competencies. Moreover, the review identifies important conceptual, methodological, and contextual gaps in the existing literature, particularly regarding qualitative investigations, Human Resource Analytics, Artificial Intelligence applications, and comprehensive studies focusing on Palestinian governmental institutions. This study contributes to the literature by providing an integrated analytical framework that consolidates fragmented evidence and advances the understanding of E-HRM within Palestinian Authority institutions. It also offers practical insights and future research directions that may support policymakers and public organizations in strengthening digital human resource management and accelerating administrative modernization.

Connect the unconnected: digital human resource management and corporate entrepreneurship

Individuals play a decisive role in Corporate Entrepreneurship (CE). However, organizational decision-makers face challenges in integrating them effectively. Digital human resource management (dHRM) enables organizations to analyze and control individual determinants beyond core functions, including those relevant to CE. Yet a foundational understanding of this connection remains lacking in both practice and theory. This study addresses this issue and aims to understand how dHRM can contribute along the CE process. Given its novel, exploratory nature and reliance on prior related insights, the study adopts a flexible pattern-matching approach based on semi-structured interviews with 31 experts from CE and HR. Consequently, it first derives theoretical patterns from the existing literature and then matches and enriches them with empirical findings using a grounded theory approach. Findings indicate that CE activities can benefit from dHRM contributions in various ways, including ideation, planning and execution. Several tools and analytics approaches enable more holistic and objective decisions, process optimization and the effective use of human capital in the CE context. Organizational decision-makers could thus consider a more integrated approach between CE and HR, based on new digital technologies, within their own setups. This study contributes to the CE discourse by advancing a process and mechanisms perspective through the specific integration of dHRM. By doing so, it establishes a foundational connection between the two related functions, which are often analyzed and managed separately, and offers CE practitioners several starting points for their own consideration and future decisions.

TRANSFORMATION OF THE HUMAN RESOURCE MANAGEMENT SYSTEM IN THE BANI WORLD: A CONCEPTUAL MODEL OF DYNAMIC RESILIENCE

The article examines the transformation of the human resource management system in the BANI world, characterized by the brittleness, anxiety, nonlinearity, and incomprehensibility of socio-economic processes. Particular attention is paid to the challenge of ensuring sustainable and effective employee engagement in business development amid increasing volatility in labor relations, accelerating digitalization, and generational shifts in the labor market. It is argued that traditional human resource management models and tools are gradually losing their effectiveness, creating a need for a transition toward a flexible, adaptive, and self-developing HR system. Based on an analysis of contemporary academic approaches and research conducted by the international consulting firm McKinsey & Company, the study systematizes the key directions in the transformation of HR and talent management operating models. The findings indicate that, under the influence of the BANI environment, contemporary human resource management systems are approaching a phase transition that requires a reconsideration of the goals, functions, and role of HR in ensuring organizational resilience. The study substantiates the need to develop a dynamic resilience model of the human resource management system capable of adapting to nonlinear environmental changes, integrating digital technologies, and supporting continuous organizational development. The proposed approach combines adaptability, proactivity, digital maturity, and the capacity of the HR system to recover and reconfigure rapidly in response to changes in the internal and external environment. Particular emphasis is placed on the transformation of the HR function from a predominantly administrative role into a strategic business partner capable of anticipating workforce-related risks, supporting talent development, and strengthening organizational capacity for change. It is established that the further transformation of HR systems will take place at the intersection of digital technology trends, sustainable development principles, and a human-centered approach. In this context, human capital is viewed not merely as a resource but as a key agent in shaping business adaptability, resilience, and long-term competitiveness.

Innovation as a Key Segment in Contemporary Human Resource Management

In the context of an increasingly disruptive and volatile global labor market, innovation emerges as a critical vector in the transformation of human resource management (HRM). This paper critically examines the strategic role of innovation in redefining core HR functions through the integration of digital technologies, artificial intelligence, predictive analytics, and adaptive organizational models. Innovation is no longer a peripheral instrument, but a central determinant of strategic decision-making in areas such as talent acquisition, workforce development, performance management, and organizational resilience. The theoretical framework draws upon contemporary approaches to strategic human resource management (SHRM), the resource-based view (RBV), and the principles of sustainability and ethical governance. Special attention is given to the operationalization of ESG (Environmental, Social, and Governance) standards in HR practice, the development of a digital organizational culture, and the implementation of flexible work arrangements that foster employee engagement and institutionalize innovation. Through a synthetic analysis of recent empirical findings and international case studies, the study identifies key domains in which innovation generates competitive advantage and contributes to the development of resilient organizational systems. The paper concludes that the systemic integration of innovation within HRM is not merely a tactical response to technological change, but a strategic imperative for sustainable, inclusive, and future-oriented organizational development in the digital age.
