When risk becomes a story: Culture, loss allocation, and lessons from iceland

Abstract

Abstract When Iceland's three largest banks failed in October 2008, the immediate problem was brutally concrete: a banking system that dwarfed the domestic economy had collapsed, and someone had to absorb the losses. Balance‐sheet structure explains why the banks failed. It says less about why repeated warnings carried so little authority during the expansion, or why some post‐crisis allocations proved more politically sustainable than others. This Perspective follows those questions across Iceland's boom, collapse, and recovery. Elite narratives treated recent success as evidence for continued expansion, blurred professional boundaries weakened the practical force of challenge, and later judgments about responsibility affected the legitimacy of loss allocation. These cultural mechanisms operated alongside stronger financial, legal, institutional, and macroeconomic forces. Drawing on Iceland's record, the article develops a cultural risk‐allocation review for insurers and applies it to AI‐assisted catastrophe underwriting. The review follows a decision from its business case through challenge, customer effects, appeal, remediation, and institutional learning. The framework offers a practical discipline and a basis for comparative research.
