Abstract

This article provides a systematic literature review of the role and effectiveness of disability support services in higher education institutions. Employing the PRISMA framework, peer-reviewed studies published between 2015 and 2025 were systematically identified, screened, and analyzed to synthesize empirical evidence regarding the types of support services, their academic and psychosocial impacts, implementation barriers, and emerging best practices. The review demonstrates that disability support services typically encompass academic accommodations, including extended examination time, alternative assessments, assistive technologies, tutoring and learning support centers, individualized learning plans (ILPs), disability coordinators, and Universal Design for Learning (UDL) implementation. The findings reveal a consistent positive association between structured support services and student retention, persistence, and psychosocial outcomes, particularly self-efficacy, confidence, and sense of belonging within academic environments. Nevertheless, the influence on academic performance indicators, such as grade point average (GPA) and graduation rates, remains modest and varies across institutional contexts and the specific types of support provided. The review further identifies persistent barriers, such as stigma, limited student awareness of available services, complex administrative procedures, inconsistent implementation across departments, insufficient staff training, and institutional resource constraints. Universal Design for Learning is identified as a proactive, inclusive approach that reduces reliance on individual accommodations and supports broader institutional inclusion. Disability support services should therefore be regarded not only as compliance mechanisms but also as strategic institutional components that advance equitable participation in higher education. These services also contribute to improving student engagement, learning accessibility, and institutional responsiveness toward diverse learner needs. Additional longitudinal and intersectional research is recommended to inform evidence-based inclusive policy development in future higher education systems. However, the findings should be interpreted cautiously due to the limited number of studies and the methodological heterogeneity of the reviewed literature.
