The Financial Sector

Sep 2026

Abstract

This chapter examines the relationship between AI and the UK financial sector, focusing on the opportunities, risks, and regulatory challenges arising from increasing AI adoption. It begins by outlining the significance of the financial sector within the UK economy and society, emphasising its role in supporting economic growth, public confidence, and financial stability. The chapter explains the UK’s financial regulatory framework, which separates prudential supervision from conduct regulation, and considers how this structure shapes oversight of emerging technologies. Against this backdrop, it analyses the growing use of AI across banking, insurance, investment, and financial services, where AI is increasingly embedded in decision-making, risk assessment, fraud detection, and customer services. The discussion evaluates the UK’s principles-based and sector-led approach to AI governance, contrasting it with more prescriptive regulatory models such as the EU AI Act. Particular attention is given to issues of accountability, transparency, systemic risk, consumer protection, algorithmic bias, and reliance on third-party technology providers. The chapter argues that while AI offers significant efficiency and innovation benefits, its widespread adoption raises important regulatory and societal concerns that require careful oversight to preserve financial stability, trust, and the rule of law.
