Implementation Capacity for Resolution No. 68-NQ/TW on Private Sector Development in Vietnam: A Modern Public Governance Perspective
This study analyzes the capacity to implement Resolution No. 68-NQ/TW on private sector development from the perspective of modern public governance, focusing on the gap between policy requirements and the operational capacity of the implementation system. Based on a review of literature and policies as well as a comparative analysis of secondary data, the study proposes an Implementation Governance Capacity (IGC) framework comprising five components: institutions, coordination, administration, digital governance, and accountability and oversight. The findings indicate that while Vietnam has established favorable foundational conditions, the level of alignment with implementation requirements remains uneven. Significant gaps are evident in the consistency of institutional application, inter-agency coordination, the administrative apparatus's problem-solving capacity, the conversion of data into governance capacity, and the ability to translate oversight information into implementation adjustments. The study reveals that the implementation gap regarding Resolution 68 is systemic in nature, necessitating a shift from refining individual policies to strengthening integrated implementation governance capacity.
