A Full-Lifecycle Governance Framework for Dual-Carbon Data: Coupling Green Energy-Efficiency Optimization with Data-Quality Enhancement

Abstract

The carbon peaking and carbon neutrality transition has turned carbon-related data into a strategic production factor. Nevertheless, the data as the basis for dual-carbon decision-making is fragmented, inconsistent and difficult to trace across the organizations producing it. This paper proposes a full-lifecycle governance framework that treats dual-carbon data as a managed asset from acquisition to sharing, and couples that governance layer with a green energy-efficiency optimization mechanism so that data quality and the energy cost of managing data are enhanced together rather than in opposition. The framework is built with four integrated controls—provenance, limited usage scope, circulation, and mitigation of security risk—and expressed through a common data catalog that allows for interoperability of multi-source records. A layered quality-enhancement pipeline scores each record for completeness, consistency, timeliness and accuracy, routing low-confidence records to targeted remediation rather than wholesale reprocessing, where most of the energy savings come from. We evaluate the framework on eleven months of operational data from a data platform in the energy sector covering nine business departments and compare it against a traditional centralized-cleaning baseline. The composite data-quality score increases from 0.71 to 0.93, cross-departmental record linkage improves by 28.6 percent, and energy consumed per governed record decreases by 34.2 percent, largely due to the selective application of remediation. A case study on cross-border carbon-tariff reporting under the EU Carbon Border Adjustment Mechanism reveals that the governed catalog reduces the effort of assembling a compliant emissions declaration from days to hours. The results show that lifecycle governance and green efficiency are complementary design goals and that their joint treatment provides a mechanism that can be deployed in real enterprise settings.

From Traceability to Carbon Accounting: A Bottom-Up ELT Architecture for Product-Level Emissions Tracking under CBAM

The EU’s Carbon Border Adjustment Mechanism (CBAM) has transformed carbon pricing from a theoretical policy debate into a hard financial liability. Consequently, treating environmental data merely as a compliance output is no longer practical. While supply chains restructure dynamically, traditional top-down ESG report...

Environmental Management System (ISO 14001) and Total‐Factor Carbon Emission Performance: A Two‐Stage Malmquist Data Envelopment Analysis

As global decarbonization goals become more urgent, it is vital to understand that decoupling carbon from growth is not a purely mechanical process of adopting green machines; it is a socio‐technical transition. Understanding carbon productivity requires analyzing the synergy between voluntary standards and strict re...

A Digital Delivery Framework for Precision Carbon Management in Gas Gathering Systems: From Tiered Accounting to Reduction Optimization

With the tightening of global methane regulations (EU Methane Regulation 2024/1787, U.S. EPA GHG rules, OGMP 2.0) and China’s dual-carbon commitments, precise and traceable carbon accounting for natural gas gathering systems has become an urgent engineering imperative. To tackle manual workflows, data isolation, low pr...

System construction and theoretical analysis of green power life-cycle accounting based on large language models

Green power from renewable resources is essential for low-carbon development, but its life-cycle management is constrained by fragmented data, complex monitoring tasks, traceability requirements, and greenwashing risks. This paper develops a conceptual framework for applying large language models (LLMs) to green power...

Electricity-Carbon Integration for Zero-Carbon Industrial Parks: A Systematic Framework from Power System Transformation to Carbon Management

Industrial parks are critical hubs of global energy consumption and carbon emissions, contributing approximately one-third of global CO₂ from industrial agglomerations and 31% of China’s total emissions. As the ultimate form of low-carbon transition for these clusters, zero-carbon industrial parks have become a central...
