Design of a Linux-Based Web CCTV Streaming System Integrated with the YouTube Data API

Abstract

The rapid advancement of information technology has transformed conventional Closed-Circuit Television (CCTV) systems into web-based platforms that enable remote monitoring over the Internet. This study designs and implements a web-based CCTV streaming information system on a Linux server by integrating RTSP video acquisition, FFmpeg transcoding, RTMP transmission, and the YouTube Data API to automate live-stream configuration and management. The system was developed using the Waterfall Software Development Life Cycle and applies Role-Based Access Control (RBAC) to provide different access privileges for Administrator, Technician, and IT Support users. Functional validation was performed using Black Box Testing on camera management, streaming control, logging, API configuration, and role-based access, with all functional test scenarios, including selected negative and failure-condition scenarios, producing the expected results. A preliminary performance evaluation was conducted on an Ubuntu 24.04 LTS virtual private server using three cameras streaming simultaneously to YouTube Live for 10 minutes. The system achieved an average outbound bitrate of 5.15 Mbps with a peak of 7.90 Mbps and an estimated latency of approximately one second per camera while maintaining modest CPU and memory utilization. These findings demonstrate correct functional behavior and satisfactory performance under the tested conditions, while further studies are required to evaluate scalability, security, and long-term reliability in more demanding deployment scenarios.
