Abstract
CHARTER — Certification and History Architecture for Robust Transport, Evidence, and Retention — studies exact Eisenstein norm shells and the extra structure required to orient, compare, certify, carry, and intentionally release them without confusing mathematical equality with evidentiary or physical equivalence. The manuscript begins with framed prime shells and develops a unified account of local frames, transport, kernel and fiber analysis, atlas construction, ribbon records, and display coordinates. Smith-chart and Golden Rainbow views are treated as representations rather than substitutes for the exact objects they depict. Prime Seeds and Circuit Gardens then provide a language for proposing, checking, and atomically promoting derived coordinates: kernel equality can show that a coordinate creates no new state distinction, while carriage cost separately accounts for what must be computed, stored, certified, and reproduced. The final architecture adds Systemic Friction and Atomic Edge Promotion to describe reasoned retention and irreversible evidence release under finite resources. Tripartite Task Carriers bind work, persistence, and ledger functions; finite joint lifts become Bound Persistent Shells whose completion coordinate may be derived without being free to carry. The minimum-asymmetry subclass revisits the author's 2012 identity P = ((P + 1) / 2) + ((P - 1) / 2) under new finite integer, parity, ordering, optimization, and admissibility conditions, together with a separately declared Eisenstein-shell adapter.
