Abstract
The article provides a theoretical justification for the application of project-oriented public administration as one of the directions for transforming Ukraine’s civil protection system. The relevance of the study is determined by the growing complexity of the security environment, the need for interagency coordination, and the limited resources available for emergency prevention, response, and recovery. The methodological framework combines systems and structural-functional approaches. The study employs content analysis, comparison, generalisation, classification, and structural modelling. Project-oriented public administration in the field of civil protection is defined as a way of implementing time-bound security initiatives with specified objectives, resources, responsible actors, expected outputs, and performance indicators. It is substantiated that the project-based approach does not replace functional administration, which ensures the continuous performance of civil protection tasks. Instead, it complements functional administration when complex interagency initiatives and organisational changes are implemented. The organisational, functional, resource-related, personnel, and information components of the civil protection system’s transformation are systematised. The conditions for applying the project-based approach are identified, including the separation of functional and project tasks, the establishment of project selection criteria, targeted resource allocation, the distribution of responsibility, professional training, and the evaluation of project results. The project life cycle is adapted to the field of civil protection. It comprises the identification of a security problem and risk assessment, project initiation and selection, planning, implementation and monitoring, completion and evaluation, as well as the use of lessons learned in the subsequent management cycle. The practical significance of the findings lies in their potential application to the preparation and implementation of security projects at the national, regional, and local levels. However, determining the actual effects of the project-based approach on response times, resource use, and the resilience of territorial communities requires further empirical examination.
