Assessment of Disaster Resilience in Ulsan Using the MCR2030 Scorecard

Abstract

This study comprehensively analyzed the results of disaster-resilience assessment workshops conducted in Ulsan Metropolitan City from 2023 to 2025 using the MCR2030 Scorecard proposed by the UNDRR. Annual assessment data were accumulated, and temporal changes in urban disaster resilience were quantitatively examined. The results indicate that the overall level of disaster resilience in Ulsan has trended upward, with particularly high performance in the disaster preparedness, response, and recovery stages. However, nature-based resilience and certain urban planning components were identified as relatively weak areas, and an imbalance was observed between functional/operational and structural/preventive capacities. Accordingly, enhancing urban disaster resilience in Ulsan requires the expansion of nature-based solutions, increased participation of vulnerable groups, and strengthened cross-sectoral collaboration. In addition, the scorecard workshops demonstrated their potential as a participatory decision-support tool by promoting social learning, improving awareness of disaster and safety issues, and supporting policy decision-making.
