Abstract
The present article offers a comprehensive scholarly analysis of the legal and theoretical-methodological foundations of the state ethnocultural policy of the Republic of Belarus in the first quarter of the twenty-first century. The relevance of the study stems from the need to comprehend the Belarusian experience of maintaining interethnic harmony under the conditions of globalization challenges and the strengthening of ethnic self-awareness. The study analyzes the multi-level system of normative legal regulation of the ethnocultural policy of the Republic of Belarus, including constitutional provisions, special legislation, and legislative acts related to this sphere. The specific features of the institutional arrangement of activities aimed at implementing ethnocultural policy are examined separately. The dynamics of the formation and development of state bodies and institutions coordinating these processes are traced. Particular attention is paid to institutional evolution: the elevation in 2026 of the status of the Commissioner for Religious and Ethnic Affairs, transferred to direct subordination to the President of the Republic of Belarus, as well as the role of the Republican Center of National Cultures of the Republic of Belarus as a key coordinating institution ensuring interaction between the state and ethnocultural associations. The program-targeted format of activities for implementing ethnocultural policy is noted. The interdepartmental nature of the subprogram “Belarusians in the World” of the State Program “Culture of Belarus” is revealed. The findings make it possible to assess the effectiveness of state policy, identify its strengths, and determine promising areas for improvement. The author concludes that Belarus has formed an integral, dynamically developing system of ethnocultural policy, combining a developed regulatory and legal framework, specialized management institutions, and practical mechanisms of interaction with national-cultural associations and the diaspora.
