Blockchain Adoption and Governance Reform in Nigeria’s Petroleum Sector: Opportunities, Constraints, and Policy Pathways

Abstract

In Nigeria's oil and gas industry, the problems of inconsistent reporting, lack of inter-agency collaboration, and untrustworthy state institutions continue to persist. This paper analyses the effects of blockchain technology on strengthening the processes of reporting and auditing petroleum production, given the current institutional settings in Nigeria. This analysis does not consider blockchain technology to be the best, or the only option. Rather, the focus is on the extent to which the technology can help provide more reliable audit trails, improve real-time inter-agency communication, and build structures to support the verification and authentication of records. The analysis also explains the institutional and technological frameworks within which the proposed improvements can be realized. This research contributes to the field by managing expectations on the contribution of blockchain technology to governance improvements within the existing socio-institutional structures.

A Governance-Oriented Framework for Blockchain Adoption in Waste Management Systems: The Case of Plastic Bank

This study examines how blockchain technology is associated with institutional governance and operational effectiveness in blockchain-enabled plastic recovery, with particular attention to resource-constrained developing regions and Less Developed Countries (LDCs). Although prior research highlights blockchain’s technical capabilities, less attention has been given to the institutional, socio-technical, financial, and data governance conditions that shape practical adoption. To address this gap, the paper develops a literature-derived Blockchain-Enabled Waste Management Framework (B-WMF) and evaluates it through an interpretivist single-case study of Plastic Bank. The findings suggest that blockchain’s primary value in this case lies less in technological novelty than in its capacity to support verified recovery records, incentive-linked participation, auditability, and multi-stakeholder coordination. At the same time, the case shows that traceability, tokenized incentives, interoperability, and decentralized verification remain conditional on data quality at the source, institutional oversight, regulatory alignment, and sustainable business models. The paper contributes by reframing blockchain as a socio-technical governance infrastructure for blockchain-enabled plastic recovery, while offering practical guidance for circular economy initiatives operating in resource-constrained environments.

Leveraging Blockchain Innovation for Improving Transparency and Integrity in Public Infrastructure Procurement Process in Nigeria

In Nigeria, public procurement constitutes more than 80% of the government expenditure. Governments in Nigeria spend up to 10-25% of the Gross Domestic Product (GDP) on procurement of goods, services and works. Unfortunately, this substantial outlay has been threatened by increasing rates of corruption and inefficiencies in procurement processes. Blockchain presents a promising solution to the persistent problems through digitalisation of transactions, increased transparency, immutable record keeping and automated Smart Contracts that minimise malpractice and human discretion. The research seeks to explore the use of blockchain technology in enhancing procurement transparency and integrity in Nigeria's public infrastructure development. The study adopted a quantitative research design, employing a stratified random sampling method for the selection of the sample. A sample size of 68 respondents, distributed across all six geopolitical zones in Nigeria, was selected to provide adequate data. A structured questionnaire was adopted for data collection. The analysis of the collected data was done using both descriptive and inferential statistics (reliability test and multiple regression analysis). The findings of the research show a positive relationship between the implementation of blockchain and improvement in procurement transparency, accountability, and efficiency. Challenges like regulatory environment, environmental sustainability, infrastructure, scalability, and interoperability persist. Recommendations include regulatory framework updates to accommodate digital ledger technologies, adequate training for procurement personnel on blockchain operations, and a multi-dimensional strategy for validating blockchain solutions. This research contributes to the development of a framework for digital governance and infrastructure procurement by outlining empirical insights, theoretical foundations, and practical suggestions for adopting blockchain technology, informing practitioners, policymakers, and stakeholders seeking to minimise corruption and improve integrity in infrastructure procurement in Nigeria.

Blockchain’s Role in Enhancing Transparency and Reducing Corruption in International Trade

Blockchain technology addresses current concerns in international trade, such as the lack of traceability, excessive bureaucracy, limited transparency, and corruption. This paper analyses the extent to which this decentralized technology can improve trade processes. The analysis uses an OLS model applied to a panel dataset to assess the impact of institutional and digital variables on trade volume. The results show that a coherent and efficient regulatory framework has a positive effect on global trade integration. Blockchain technology has a marginally positive impact, which suggests that it can increase transparency and improve trade processes when countries have a well-developed digital infrastructure. The results show that a convergent approach is needed in which government efforts and digital transformation can reduce corruption and streamline trade processes. The study contributes to the specialized literature and provides an empirical conceptual framework for integrating blockchain into economic development initiatives and strengthening institutional governance.

Analysis of the Impact of Blockchain Technology Application on the Quality of Financial Reports and Audit Efficiency of Listed Companies

: Against the background of the reform of the digital economy-enabled capital market, the improvement of the quality of financial reports and the optimization of audit efficiency of China's listed enterprises are facing the bottleneck of the traditional mode. The blockchain technology has become the key to breaking the situation by virtue of its core characteristics, such as decentralization and tamper ability. This paper focuses on the core connotation of blockchain technology, combined with the practice of domestic enterprises and international research data, analyses its application mechanism in the two scenarios of financial accounting and statement preparation, and audit business innovation, and focuses on the dialectical relationship between technical value and limitations. Affirming its role in the reconstruction of the financial trust system and also facing up to practical disputes such as technical performance and cost-effectiveness, it finally puts forward targeted suggestions from the dimensions of technology research and development, enterprise application and industry collaboration, providing theoretical support and practical guidance for the rational application of blockchain technology in the financial field.
