Abstract

In the era of rapid digital transformation, the integration of accounting and auditing functions into smart governance frameworks has become a key determinant of transparency, efficiency, and public trust. This paper examines the conceptual and practical foundations of digital accounting and financial audit as essential components of smart governance. The research argues that financial information systems and auditing tools powered by digital technologies — including artificial intelligence, blockchain, and data analytics — redefine the mechanisms of accountability in both public and private sectors. Drawing on recent developments in digital finance and international public sector accounting standards (IPSAS), the study explores how the adoption of automated reporting and digital audit trails enhances decision-making processes and mitigates systemic financial risks in smart cities. The paper also highlights the evolving role of auditors as data analysts and strategic partners in governance, emphasizing the shift from compliance-oriented control to predictive, risk- based auditing. Through a theoretical and empirical lens, the research proposes a multidimensional framework where digital accounting and audit functions serve as the backbone of financial governance in intelligent urban systems. By aligning fiscal transparency with technological innovation, smart governance models can promote citizen engagement, reinforce institutional credibility, and ensure the sustainability of public finances. The study concludes that the future of accountable governance fundamentally depends on the synergy between digital technologies and financial integrity mechanisms.

Digital transformation has significantly reshaped business accounting practices and internal audit functions, particularly in supporting corporate governance and sustainability. Digital business accounting enables more transparent, real-time, and integrated financial information, while risk-based internal audit plays a strategic role in identifying, mitigating, and continuously monitoring organizational risks. This study aims to analyze the role of digital business accounting, transformation, and risk-based internal audit in strengthening corporate governance and supporting corporate sustainability. The study adopts a qualitative approach through a systematic journal review of 60 scholarly articles indexed in Scopus, international, and accredited national journals. Data were collected through document analysis and conceptual observation of prior research findings and analyzed using a thematic approach. The results indicate that the integration of digital business accounting and risk-based internal audit extends beyond a compliance-oriented function and serves as a strategic pillar for managerial decision-making, internal control enhancement, and long-term value creation. The findings confirm that digital accounting transformation and risk-based internal audit contribute significantly to the development of adaptive governance structures and corporate sustainability in the digital business era.

Future Drivers of Electronic Auditing Under Electronic Governance: A Delphi Study from Iraq

The rapid digitalization of public administration has transformed auditing environments, especially in emerging economies expanding their electronic governance (e-governance) frameworks. This study identifies and prioritizes the key drivers influencing electronic auditing (e-auditing) development in Iraq over the next decade. Using a mixed-methods design, the research first identifies potential drivers through qualitative interviews and open-ended questionnaires. These drivers were then evaluated and prioritized via a two-round Delphi survey involving a purposive panel of 20 experts, including senior auditors, accounting academics, and IT-audit specialists with over 15 years of professional experience. The analysis identified 19 significant drivers categorized into four clusters: (1) emerging audit technologies, (2) information security and data quality, (3) e-governance and transparency, and (4) professional capabilities. Results highlight that technological innovations, specifically real-time monitoring and machine learning, are the most influential drivers. Furthermore, cybersecurity and transparent governance mechanisms are identified as essential pillars for digital auditing in the Iraqi context. By providing a foresight perspective in a post-conflict, emerging economy, this study offers a unique conceptual framework that integrates e-governance maturity with auditing evolution. The findings provide actionable insights for policymakers and regulatory bodies to modernize auditing practices in high-uncertainty environments.

Institutionalising Digital Audit Capability Framework in the Malaysian Public Sector: Technology Readiness, Digital Governance and Auditor Competency

Digital transformation is changing how governments process financial transactions, manage records, assess risk and demonstrate accountability. Public-sector internal audit functions are progressively replacing fragmented manual procedures with electronic working papers, data analytics, dashboards and audit management systems. However, technology implementation alone does not create an effective digital audit function because its value depends on reliable data, appropriate governance, competent auditors and organisational support. This qualitative study examines the development of digital audit capability in the Malaysian public-sector internal audit functions and proposes an integrated framework based on technology readiness, digital governance and auditor competency. The study draws on semi-structured interviews with senior public-sector internal audit representatives. Thematic analysis identifies system integration, data accessibility, trustworthy digital processes, multidisciplinary competency and management commitment as the main conditions supporting digital audit capability. The Malaysian context demonstrates a progressive but uneven transition among government internal audit departments towards audit management systems, online audit workflows and dashboard-based monitoring. The proposed framework positions digital auditing as an institutional capability-development process rather than a technology-acquisition exercise. The study contributes a context-sensitive framework that can guide government agencies in strengthening digital audit implementation, audit effectiveness and public accountability.

CYBER-AUDITING THE FUTURE: HOW CONCEPTUAL FOUNDATION OF DIGITAL ASSURANCE REDEFINES RISK, ACCOUNTABILITY, AND TRANSPARENCY IN MULTINATIONAL FIRMS

The rapid digitalization of global business operations and escalating cyber risks have redefined assurance and accountability in multinational firms. This study examines how cyber-auditing and Conceptual Foundation of Digital Assurance reshape auditors' roles in mitigating digital risks and enhancing transparency across complex cross-jurisdictional environments. Employing a Systematic Literature Review (SLR) integrated with the Manual Data Analysis Procedure (MDAP), the study synthesizes evidence from forty Scopus Q1 journal articles published between 2022 and 2025 using open, axial, and selective coding. The findings demonstrate that cyber-auditing functions as a continuous, technology-enabled risk mitigation mechanism by integrating automation, data analytics, and artificial intelligence into audit practices. Conceptual Foundation of Digital Assurance further strengthens the credibility of ESG and sustainability reporting by reinforcing transparency and reducing greenwashing. Nevertheless, audit effectiveness remains contingent upon auditor competence, technological literacy, and institutional coordination across jurisdictions. The study proposes the Conceptual Foundation of Digital Assurance Governance Model (DAGM), explaining how digital audit technologies and institutional governance collectively strengthen accountability, transparency, and trust in the digital economy.
