Scientific and technological development for establishing Russia's technological sovereign
Abstract
The article examines technological sovereignty as Russia’s ability to ensure national control over the reproduction of critical and end-to-end technologies, to create its own development and mass production lines, and at the same time to maintain competitiveness, economic efficiency, and access to safe international cooperation. The concept of Russia’s technological sovereignty and the indicators of funding for science and technological development for the period 2022–2026 have been analysed. A comparative analysis has been carried out of domestic spending on research and development, budget funding for civilian science, investments in fixed capital, and the financial results achieved by commercial organizations. A system of competitiveness criteria, a two-circuit model for assessing technological sovereignty, and a typology of projects based on strategic criticality, readiness, demand model, and risk are proposed. It is substantiated that the sustainability of technological sovereignty is achieved.
