Abstract

The article examines the evolution of the implementation of the global sustainable development agenda in the Russian state planning system. There is a transition from the fragmented adaptation of the Millennium Development Goals (MDGs) to the integrated consideration of the Sustainable Development Goals (SDGs) and the subsequent formation of a sovereign system of national goals and projects synthesizing global benchmarks with national priorities. The methodological basis of the study is based on a comparative analysis with the normalization of the average annual (2015-2023) socio-economic and environmental indicators of the regions of the Siberian Federal District (SFD) to the average Russian values, which made it possible to identify persistent spatial imbalances. The results demonstrate that the Siberian Federal District is a territory of chronic lag in most indicators of national development goals, forming a growth model with high social and environmental costs. The identified regional imbalances are conceptually and instrumentally reflected in the system of national development goals until 2030 and relevant national projects that act as a programmatic response to these challenges. In conclusion, the need for territorial adaptation of national projects and the introduction of a differentiated approach to regional development management is substantiated.
