Dynamic Governance in Accelerating the Climate Village Program in Urban Areas: A Case Study of Pekanbaru City in 2025
Abstract
Rapid urban growth in Pekanbaru City has increased ecological challenges, including urban flooding, rising microclimate temperatures, and solid waste management problems. The Climate Village Program (Program Kampung Iklim, ProKlim) provides a community-based approach to climate adaptation and mitigation. However, its implementation in urban areas faces challenges related to bureaucratic rigidity, sectoral fragmentation, and limited sustained public participation. This study analyzes the application of Dynamic Governance in accelerating ProKlim establishment through urban governance in Pekanbaru City in 2025. Using Neo and Chen’s (2007) framework of Thinking Ahead, Thinking Again, and Thinking Across, supported by Able People and Agile Processes, this qualitative case study examines institutional dynamics and policy innovation. The findings show that accelerating ProKlim requires adaptive urban governance capable of anticipating ecological challenges, revising ineffective interventions, and disseminating best practices through cross-sector collaboration.
