CIVIC IDENTITY WITHIN THE FRAMEWORK OF MODERN EDUCATIONAL POLICY: A PHILOSOPHICAL AND CULTURAL PERSPECTIVE

2026 · BULLETIN OF CHECHEN STATE PEDAGOGICAL UNIVERSITY Series 2. Questions of Philosophy and Psychology · 0 citations

Abstract

In a transitive society shaped by the globalisation of the information space and severe geopolitical challenges, the risks of national cultural code destruction and youth identity crisis are intensifying. This necessitates systematic state-led construction of civic self-awareness as an alternative to spontaneous socialization. Aim. The study aims to conduct a comprehensive philosophical and culturological analysis of the all-Russian civic identity as a target milestone of contemporary educational policy in the Russian Federation, defining its axiological foundations and the mechanisms of civilizational code transmission. Methodology. This is a theoretical study. The methodological framework is formed by the dialectical approach. The research employs system-axiological and cultural-philosophical approaches, the hermeneutic method (applied to the analysis of regulatory legal acts and cultural texts), comparative analysis, alongside methods of analysis, synthesis, and conceptualization. Results. The three-component structure of identity–comprising cognitive-semantic, emotional-value, and praxiological blocks–is revealed. The contemporary three-component model of Russian educational policy is characterized, highlighting its value-ideological (the 'Fundamentals of Russian Statehood' course, unified textbooks), symbolic (flag-raising and anthem-singing ceremonies), and social-project ('Movement of the First', etc.) blocks. Destructive challenges, such as consumerist orientations and the digital erosion of memory, are systematized, and a set of measures to mitigate them is proposed. Conclusions. The scholarly significance lies in the conceptualization of civic identity as a dynamic process of meaning-making (meaning genesis) and the integration of local ethno-cultural markers within the supra-ethnic scale of a political nation. The practical significance is determined by justifying the transition to interdisciplinary network cooperation between educational institutions, state authorities, and civil society, as well as the implementation of digital monitoring and support for constructive youth initiatives to ensure the country's cultural sovereignty.
