Abstract

Ideal Halal ecotourism promotes Islamic values, economic growth, and the environmental sustainability needed to achieve the Sustainable Development Goals (SDGs). However, tourism development still largely focuses on economic goals and neglects socio-cultural and environmental aspects. Some post-mining areas, such as Perlang Village, Central Bangka, also face this issue, as they experienced ecological damage from tin mining activities. This study explores the potential of halal ecotourism to promote the SDGs, using a SWOT analysis grounded in fiqh al-bi’ah (Islamic environmental law). This study systematically assesses the development strategy and positioning of halal ecotourism in Perlang village. It uses a triangulation approach (interviews, a Likert-scale questionnaire, and field observation) with village leaders, tourism managers, and industry practitioners as its core qualitative tool. It uses the Internal Factor Evaluation (IFE) Matrix and External Factor Evaluation (EFE) Matrix to organize and rank strategic impact factors. The study produces a final IFE score of 3.28 and an EFE score of 3.12, indicating that the village’s tourism development falls within the Strengths-Opportunities (S-O) quadrant. Consequently, this study recommends a community-based halal edu-ecotourism model that integrates post-mining landscape restoration (Strength) with government and private sector green investment (Opportunity) as the primary actionable strategy, operationalized through the principles of fiqh al-bi'ah. This study engages with relevant discussions in sustainable tourism and Islamic ethics, confirms that this development model can support SDGs 8, 13, and 16, and introduces fiqh al-bi’ah as an ethical and legal framework to advance faith-oriented sustainable transformation.
