Abstract
The digitalization of government services has increased the efficiency, accessibility and transparency of public administration, with an impact on the speed of change. Government service digitalization has increased the efficiency, accessibility and transparency of public administration, which affects the speed of change. But traditional digital identity management systems still have a lot of issues to overcome, such as centralised data storage, identity theft, unauthorised access, data tampering, privacy breach, and inadequate interoperability between government departments. These issues erode citizens' confidence and affect the safe and secure service delivery of e-Governance. A decentralized, immutable, transparent and cryptographically secure platform for identity management has emerged in the form of blockchain technology. Blockchain-based digital identities give citizens more control over their personal data and allow existing governments to provide secure digital identities and trusted authentication for information sharing between governments and individuals. The paper provides a detailed research on Blockchain-Enabled Identity Systems for Secure e-Governance by exploring various aspects of blockchain-based identity systems, including technologies, components, authentication mechanisms, and security features, which contribute to secure e-governance. The proposed framework combines Distributed Ledger Technology (DLT), smart contracts, cryptographic verification, permissioned blockchain networks, and decentralized identity management to create a secure identity infrastructure for public service delivery. Additionally, the paper explores the opportunities and prospects of blockchain for improving data integrity, transparency, accountability, and efficiency, and curbing fraud and administrative burden. Given that digital governance has achieved extensive spread and people rely increasingly on online services, affordable and trustworthy identity management is now one of the core pillars of contemporary e-Governance systems. Conventional identity systems are usually centralized, highly susceptible to cyber-attacks and most likely to breach privacy. Blockchain technology provides a decentralized, tamper-proof, and transparent system, which guarantees data integrity, data security, and the privacy of the user. In this paper, the authors research the adoption of blockchain-based identity management within e-Governance sites. We discuss available solutions, assess the risks along with their weaknesses and strengths, and suggest a design on how to introduce a safe blockchain-based identity system. Important efforts have been on developing a holistic system that brings smart contract, cryptographic protocols and distributed ledger technologies together to make citizen identification and authentication secure. The outcome of the results shows enhanced security, less identity fraud, and better data security, so there is a possibility of scalability and resilient e-Governance applications.

The accelerating digitisation of healthcare, financial services, and urban governance has intensified concerns regarding data privacy, security, and unauthorised data exploitation. Traditional centralised data management architectures exhibit inherent vulnerabilities, including single points of failure, susceptibility to cyberattacks, and limited individual control over personal information. This study examines blockchain technology as a transformative solution for privacy preservation across these three critical sectors. The analysis explores foundational cryptographic mechanisms including zero-knowledge proofs, homomorphic encryption, secure multi-party computation, and decentralised identity systems that enable verifiable data transactions without exposing sensitive information. Through real-world case studies, including Estonia's national e-Health system, MIT's MedRec, JPMorgan's Quorum platform, India's central bank digital currency pilots, and Dubai's Blockchain Strategy, the study demonstrates blockchain's capacity to enhance patient data autonomy, ensure financial transaction integrity, and secure citizen-centric smart city services. The discussion critically addresses persistent challenges, including scalability constraints, regulatory compliance complexities, energy consumption concerns, and ethical tensions between transparency and privacy. Looking forward, the study identifies promising trajectories, including integration with artificial intelligence, quantum-resistant cryptography, and edge computing architectures. This study concludes that blockchain technology, despite its limitations, represents a foundational infrastructure for building resilient, privacy-preserving digital societies, and calls for sustained interdisciplinary research and proactive policy frameworks to facilitate its responsible adoption.

The management of healthcare data has become an intricate task with the advent of digital health records, multiple data sources, and the need for security and privacy. Current centralized healthcare systems are vulnerable to major issues, including single points of failure, data breaches, opacity, and poor data-sharing mechanisms between entities such as hospitals, patients and insurance agencies. This calls for a secure, decentralised and trusted approach to healthcare data management. This study presents a decentralized blockchain-based approach for secure and privacy-aware management of healthcare data. The system aims to exploit the features of blockchain technology to achieve immutability, transparency, and decentralization without the need for a trusted central authority. Smart contracts are employed to enforce access control policies, facilitating secure data sharing while maintaining privacy. Cryptographic methods like hashing and encryption are used to safeguard confidential medical information and ensure confidentiality. The framework also includes decentralized identity management and permissioned blockchain technologies to comply with medical regulations and integrity of data. The proposed framework is validated through extensive experimentation to show improved data security and cyberattack mitigation, and efficient data access in comparison to conventional systems. The findings also confirm enhanced scalability, low latency in secure data transactions, and strong privacy protection. In summary, the decentralized framework offers a secure and efficient data management solution for modern healthcare systems, facilitating secure interoperability and trust among stakeholders, and protecting patient data privacy in practical healthcare settings.

Traditional notarization processes are labour-intensive, time-consuming, and susceptible to fraud and human error. The rapid proliferation of e-government services and digital transactions has created an urgent demand for automated, tamper-resistant document authentication mechanisms. This paper proposes and implements a fully automated Blockchain-Based Notarization System (BBNS) that leverages national electronic identity (eID) cards with Public Key Infrastructure (PKI), smart contracts deployed on the Ethereum blockchain, and cryptographic hashing to authenticate documents without requiring third-party intermediaries. The system performs digital signature verification within smart contracts, stores authenticated records immutably on-chain, and issues blockchain transaction receipts as legally verifiable certificates of notarization. A working prototype was developed and evaluated on 500 test transactions, demonstrating high accuracy, tamper-resistance, and practical viability for e-government deployment. The proposed system achieves an authentication accuracy of 97.4%, a precision of 98.1%, an F1-score of 97.7%, and an ROC AUC of 0.987— outperforming conventional digital notarization approaches across key performance metrics including verification speed, security, and transparency. These results establish the BBNS as a technically sound and practically deployable solution for decentralized public-sector notarization.
