Theoretical Perspectives on Digital Transformation and Practical Guidelines for Organizations and Policymakers in Advancing Sustainable Development within Regional Economic Contexts

Abstract
This study explores how the adoption of Artificial Intelligence (AI) and Enterprise Resource Planning (ERP) systems influences Environment, Society, and Governance (ESG) development within a regional organization in Ubon Ratchathani Province, Thailand. Using a qualitative case study approach, data were collected through in-depth interviews, direct observation, and document analysis, and analyzed using thematic and matrix coding in NVivo. The results revealed that AI and ERP systems enhanced operational transparency, accountability, and efficiency through data centralization and process automation. Notably, digital adoption improved environmental monitoring, employee collaboration, and governance compliance, aligning technological transformation with sustainability outcomes. Leadership commitment and employee empowerment were identified as key mediators driving positive organizational culture and acceptance of digital systems. This study contributes to the theoretical understanding of digital transformation by demonstrating how AI and ERP systems can advance ESG principles in regional enterprises. The findings offer practical implications for policymakers and managers seeking to promote sustainable digital transformation in developing economies.
A Systematic Literature Review that analyzed 61 primary studies selected from 126 initial records reveals a clear association between cost reduction and increased productivity within the economic dimension; waste reduction reflects progress in the environmental dimension; and the improvement of quality and value delivered to stakeholders aligns with the social dimension.
Digital transformation has become a strategic priority for governments seeking to improve public service delivery, operational efficiency, and organizational agility; however, the realization of its benefits depends not merely on technological investment but on the organizational capabilities and human factors that enable meaningful digital transformation. Drawing on the core technological, organizational, and people dimensions of the DeLone and McLean Information Systems Success Model, this study examines the determinants of digital transformation success by investigating AI readiness and change management as organizational antecedents, digital transformation capability as a mediating mechanism, and user experience as a moderating factor. The study contextualizes the model’s Net Benefits dimension as Digital Transformation Success. Data was collected through a structured cross-sectional survey from 370 employees of major public sector organization in Pakistan. Using PLS-SEM in SmartPLS 4.0, the study assessed the measurement and structural models, including direct, mediation, and moderation effects through 5,000 bootstrap resamples. The findings indicate that all hypothesized relationships were statistically supported, demonstrating the significance of AI readiness, change management, digital transformation capability, and user experience in shaping digital transformation success. The study contributes to the digital transformation literature by empirically contextualizing the DeLone and McLean framework within Pakistan’s public sector and highlighting the importance of integrating technological readiness, organizational change, transformation capabilities, and user experience for achieving successful digital transformation outcomes.

This study aims to analyze the role of digital transformation in enhancing leadership effectiveness at the Regional House of Representatives (DPRD) of Makassar City. The rapid advancement of information technology has encouraged public sector organizations to adapt by implementing digital systems in administrative processes, organizational communication, and public service delivery. This research employed a qualitative method with a descriptive approach. Data were collected through in-depth interviews, direct observation, and document analysis involving leaders and employees of the Makassar City DPRD. Data were analyzed using the Miles and Huberman interactive model, which consists of data reduction, data display, and conclusion drawing and verification. The findings indicate that digital transformation has a positive impact on leadership effectiveness by accelerating organizational communication, strengthening work coordination, improving decision-making processes, and increasing the efficiency of administrative services. Nevertheless, several challenges remain, including limited digital competencies among employees, resistance to organizational change, and inadequate technological infrastructure. The study concludes that the successful implementation of digital transformation requires adaptive leadership, continuous human resource capacity development, and the reinforcement of a technology-oriented organizational culture.

This study investigates strategic drivers and barriers to building information modeling (BIM) adoption within the Kuwaiti architecture, engineering and construction industry. It aims to develop a policy-led roadmap to bridge the digital divide in emerging Gulf Cooperation Council economies.
This research uses a qualitative multi-method design, interpreted through combined technology-organization-environment and institutional theory lenses. First, a systematic literature review of 35 records (34 peer-reviewed articles and 1 policy report) mapped global trends. Second, these findings were triangulated with ten semistructured interviews with BIM experts and stakeholders. Data were analyzed using hybrid codebook thematic analysis.
Results indicate that government funding and regulatory mandates are primary adoption catalysts. Conversely, fragmented policies, high implementation costs and organizational resistance act as significant barriers. The study highlights that BIM integration, facilitated by AI analytics and digital twins, critically enhances prefabrication efficiency and sustainability.
This study proposes a phased national strategy involving unified standards, robust institutional oversight and sustained financial incentives. The findings provide a transferable framework for policymakers to align construction practices with Kuwait Vision 2035 and regional digital transformation goals.
By synthesizing global literature with regional expert insights, this research provides a Kuwait-specific, evidence-grounded policy synthesis for BIM institutionalization. Its value lies in filling a critical knowledge gap in an under-studied Middle Eastern context and offering a methodologically transparent mapping of policy pillars to empirical data.
