Abstract

Purpose: This study develops an effective manpower planning model for electricity power generation and distribution plants by integrating Multiple Objective Goal Programming (MOGP) with the Fuzzy Analytical Hierarchy Process (FAHP) to support strategic recruitment and promotion decisions. Design/Methodology/Approach: The study develops a manpower planning model using Multiple Objective Goal Programming and the Fuzzy Analytical Hierarchy Process with multiple decision-makers. The algorithm proposed by Ignizio (1985) was adopted, modified, tested, programmed, and applied to the manpower planning of electricity power generation and distribution plants. The model was implemented over a five-period planning horizon to support short- and medium-term strategic planning for engineering human resources. Research Limitation: The study is limited to manpower planning for engineering staff in electricity power generation and distribution plants. The developed model was evaluated within a five-period planning horizon, and its applicability may require further validation in other industrial sectors and organisational settings. Findings: The study identified five major objectives: achieving the desired number of engineer grades, maintaining balance among engineer grades, minimising the expected cost of engineers, achieving the desired promotion from grade i to grade i+1, and balancing part-time and full-time assistant engineers. The FAHP ranked the priorities of these objectives. The results show that all objectives were achieved except balancing part-time and full-time assistant engineer grades. In addition, the model successfully determined the expected grade levels, promotion plans, and recruitment requirements to support manpower planning. Practical Implication: The proposed model provides decision-makers with an effective workforce-planning tool by supporting strategic recruitment, promotion, and resource allocation decisions, thereby improving the management of engineering human resources in electricity power generation and distribution plants. Social Implication: Effective manpower planning helps maintain a qualified engineering workforce capable of supporting reliable electricity generation and distribution services, enhancing operational stability and meeting growing electricity demand. Originality/Value: This study presents an integrated manpower planning framework that combines Multiple Objective Goal Programming with the Fuzzy Analytical Hierarchy Process to address multiple, conflicting workforce objectives among multiple decision-makers, providing a practical decision-support approach for engineering manpower planning in the electricity power sector.
