Ciberresiliencia Institucional en el Sector Público: Efectos de las Capacidades Tecnológicas y Organizacionales Sobre la Continuidad de los Servicios Públicos Digitales en Ecuador
Abstract
This study analyzed the effect of technological and organizational capabilities on institutional cyber resilience and its impact on the continuity of digital public services in Ecuador. It employed a quantitative approach with an explanatory scope, a non-experimental design, and a cross-sectional approach. The sample consisted of 350 public servants involved in technological processes, institutional management, information security, operational continuity, and the provision of digital services. A structured questionnaire with a five-point Likert scale was administered, and the data were processed using partial least squares structural equation modeling (PLS-SEM). The results showed that technological and organizational capabilities strengthen institutional cyber resilience, while the latter is the main predictor of the continuity of digital public services. The model explained 67% of the variance in cyber resilience and 72% of the variance in the continuity of digital services, demonstrating explanatory power and predictive relevance. It is concluded that the continuity of digital public services requires integrating infrastructure, information protection, technological recovery, leadership, governance, risk management, competencies, and institutional learning within a cyber resilience strategy. These findings imply a need to orient digital public management toward comprehensive models that strengthen institutional capacity to anticipate, respond to, recover from, and adapt to digital disruptions.
