School Management Effectiveness, Educational Program Implementation, and Functional Literacy Outcomes: A Mediation Analysis

Oct 2026 · Journal of Leadership for Basic and Higher Education · 0 citations

Abstract

Background: Functional literacy is a critical outcome of elementary education, yet persistent challenges in literacy development highlight the need to examine institutional factors beyond classroom instruction. In particular, limited evidence has integrated school management effectiveness, educational program implementation, and functional literacy outcomes within a mediational framework. Objective: This study examined the relationship between school management effectiveness and learners’ functional literacy outcomes, with educational program implementation as a mediating variable, and developed a Sustainable Institutional Development Framework (SIDF). Methods: An explanatory-correlational, cross-sectional design was employed among 400 elementary teachers from selected public elementary schools in Cavite Province, Philippines. Data were collected using a researcher-developed, validated, and reliability-tested questionnaire. Descriptive statistics, Pearson’s product–moment correlation, and regression-based mediation analysis with 5,000 bootstrap resamples and 95% confidence intervals were used. Results: School management effectiveness (M = 4.18, SD = 0.46), educational program implementation (M = 4.16, SD = 0.45), and functional literacy outcomes (M = 4.09, SD = 0.47) were rated high. Significant positive relationships were observed among management effectiveness, program implementation (r = .742, p < .001), and functional literacy (r = .624, p < .001). Educational program implementation also significantly predicted functional literacy (r = .681, p < .001). Mediation analysis demonstrated significant partial mediation (β = .362, 95% CI [.286, .445]), while the direct effect remained significant (β = .262, p < .001). Conclusion: Educational program implementation constitutes an important institutional mechanism linking school management effectiveness with functional literacy outcomes. The proposed SIDF integrates strategic leadership, program alignment, implementation fidelity, resource optimization, stakeholder engagement, monitoring, and institutionalization to support sustainable, evidence-informed school improvement.
