Identifying the Key Challenges in the Implementation of Artificial Intelligence in Procurement in Nigeria

Abstract

The integration of Artificial Intelligence (AI) into global procurement practices promises unprecedented gains in efficiency, transparency, and cost reduction. However, developing economies like Nigeria face unique, often compounded, obstacles to realising this potential. This paper conducts a systematic review of recent literature to identify and categorise the key challenges hindering the successful implementation of AI in both public and private sector procurement in Nigeria. The review reveals that the barriers are multi-layered, spanning foundational, infrastructure deficits (e.g., unreliable power supply and inadequate broadband), data quality and governance issues (uncleaned, unstructured, and inaccessible data), and organisational and human factors (resistance to change, fear of job displacement, and a significant digital skills gap). Furthermore, the lack of a robust regulatory framework specific to AI deployment in public contracting introduces significant ethical and accountability risks, such as algorithmic bias. This study synthesises these challenges, providing a coherent framework for policymakers and organisational leaders to develop targeted intervention strategies, emphasising data foundational work, capacity building, and urgent infrastructure investment to unlock AI's transformative value in Nigerian procurement.

Artificial Intelligence, Governance, And Public Policy in Nigeria: Challenges, Opportunities and Policy Imperatives

Artificial Intelligence (AI) is increasingly transforming governance and public policy by improving decision-making, public service delivery, and administrative efficiency. This study examined artificial intelligence governance and public policy in Nigeria, focusing on the challenges, opportunities, and policy imperatives associated with AI adoption. The institutional theory was used to shoulder this study.  The study adopted a qualitative research design based on secondary data obtained from scholarly journals, books, government documents, and reports from international organizations. Data were analyzed using content analysis. The findings revealed that AI has the potential to enhance transparency, accountability, revenue generation, healthcare, education, security, and evidence-based policymaking in Nigeria. However, weak regulatory frameworks, inadequate digital infrastructure, a shortage of skilled personnel, cybersecurity threats, and data privacy concerns continue to hinder its effective implementation. The study concludes that Nigeria can maximize the benefits of AI by strengthening legal and institutional frameworks, investing in digital infrastructure and human capital, promoting ethical AI practices, and fostering collaboration among government, academia, and the private sector to achieve sustainable national development

The Protagonist of Data Governance as well as Regulatory Frameworks in Fostering an AI Ecosystem for Profitable Development in Nigeria

- The growing concern of Artificial Intelligence as a grave catalyst for macroeconomic change in evolving Nigeria markets because the lack of context explicit physical mechanisms leaks the digital landscape to momentous systemic threats (Achebo, 2025). So in this review we scrutinizes the role of regulatory frameworks as well as data governance as the central character in founding an comprehensive, forceful and thriftily dynamic AI biota in Nigeria.(Shetty et al., 2025). This study explores Nigeria's recent regulatory initiatives, especially the Nigeria Data Protection Act (NDPA) 2023, (Papagiannidis et al., 2025)the National Artificial Intelligence Strategy (NAIS) 2024, along with the planned National Digital Economy and E-Governance Bill, utilizing a qualitative, doctrinal socio-legal methodology. The findings demonstrate that despite Nigeria's implementation of basic legal frameworks, many obstacles still remain, notably institutional silos, considerable enforcement gaps, algorithmic exclusion in national identity systems, and a lack of infrastructure (Eke et al., 2022). The report offers an empirical analysis of Nigeria's multi-sector AI adoption preparedness and creates a Risk-Proportionate Context-Adaptive Governance Model. This model achieves a balance between technological development and ethical responsibility. The study concludes that uniform, (Babalola, 2022)legally enforceable AI-specific regulations are essential to avoiding data misuse, securing foreign direct investment, and safely facilitating AI-driven economic growth in Nigeria.

Artificial Intelligence and Public Administration, In Nigeria: Challenges and Vulnerabilities

The new wave of technology is the newbie “Artificial Intelligence” that is felt in every sphere of human life. It is evident that Artificial Intelligence and e-governance are increasingly recognized as essential pivotal tools for enhancing public administration in countries like Nigeria. This paper relies on secondary data, while examining the integration of AI and Nigeria's public administration framework alongside e-governance, focusing on how the efficacy of government and service delivery can significantly increase. AI has created a viable platform through which Nigeria stands to gain efficiency, transparency, time management, etc. All these can be achieved as a result of automated routine processes, real-time data analysis for decision making, personalized services offered to citizens, and enhanced government responsiveness. However, the adoption of AI in Nigeria is saddled with lots of challenges which include skill gaps, unreliable internet and electricity supply, shortage of professionals capable of managing AI applications and technologies, etc. This paper highlights current AI applications in Nigeria's e-governance such as biometric verification in elections and AI-powered chat box in tax administration alongside divulging infrastructural deficit such as unreliable internet and electricity supply. It also spells out recommendations that will significantly overcome the existing challenges and cut down its vulnerabilities to the barest minimum in order to harness the full potential of AI in Nigeria
