The Role of Knowledge Management in Achieving Quality Assurance in Higher Education at Libyan Universities
Abstract
This paper investigates the strategic role of Knowledge Management (KM) in enhancing and ensuring the quality of higher education within Libyan universities. Higher education institutions are inherently knowledge-based organizations whose growth and competitiveness heavily depend on how effectively they leverage and invest in their intellectual assets. The study highlights core KM processes—knowledge identification, generation, storage, sharing, and application—and explores their direct relation to higher education quality standards. It outlines the requirements, steps, and aims for implementing quality systems while identifying key challenges facing Libyan universities in adopting KM for quality assurance. These challenges include: Technical Challenges: Inadequate IT infrastructure and limited funding for modern technologies. Cultural & Organizational Challenges: Low awareness of knowledge-sharing practices and resistance to organizational change. Administrative & Strategic Challenges: Lack of clear strategic planning and regulatory frameworks for KM. Human Resource Challenges: Shortage of specialized training programs and skilled personnel in KM. Conclusion & Recommendations: The study concludes that a strong interdependent relationship exists between KM operations and quality assurance. Quality education relies on effective KM, and KM implementation thrives in quality-driven environments. The authors recommend investing in technological infrastructure, building human capabilities, encouraging a knowledge-sharing culture, and formulating clear strategic plans to overcome these obstacles.
