FEATURES OF THE APPLICATION OF FLEXIBLE MANAGEMENT METHODOLOGIES BY PARTICIPANTS IN PUBLIC AND COMMERCIAL PROCUREMENT
Abstract
The article is devoted to solving the urgent problem of increasing the efficiency of organizations participating in public and commercial procurement by introducing flexible management methodologies. The purpose of the article is to justify the possibilities of applying flexible management methodologies to improve the efficiency of public and commercial procurement participants. The methodological basis of the study is the synthesis of theoretical provisions of flexible management methodologies, methods of comparative analysis of traditional and project approaches to the organization of procurement activities. The traditional approach to organizing activities in the preparation of applications and subsequent execution of contracts, as practice shows, is based on the principle of a waterfall, in which there is no possibility of returning to previous stages and promptly adjusting actions in response to changes in requirements or identified errors. This creates significant risks of late fulfillment of obligations, increased costs and reduced competitiveness of suppliers in the tender market. As an alternative, the article considers the possibilities of applying two widely used flexible methodologies, namely Scrum and kanban. Work with tender procedures is of a design nature, limited in time and can be effectively organized within the framework of specially formed project teams. At the stage of preparation of the application for participation in the procurement, it is proposed to use Scrum sprints, which allow you to structure the backlog of tasks, discuss progress on a daily basis and, if necessary, return to previous versions of the documentation without loss of quality and compliance with control deadlines. At the stage of execution of several concluded contracts, when it becomes necessary to simultaneously track many obligations, it is recommended to use kanban boards. They visualize the status of each contract, provide transparency for project managers and senior management, help identify deviations in a timely manner, and speed up corrective action. Particular attention is paid to such characteristics of flexible procurement as human- centric, dynamism, future orientation and adaptability. The possibility of implementing the proposed solutions using cloud digital tools is analyzed, which makes it possible to make work with purchases continuous even with a remote format of activity. It assesses the expected impact of implementing flexible methodologies, including changing key performance indicators and improving employee satisfaction. It was concluded that Agile approaches are not limited to the sphere of public and commercial procurement, but can be scaled to any project activity of the organization, contributing to the growth of its flexibility, efficiency and long- term competitiveness in the market.
