The Role of State Financial Oversight and Audit in Realizing Transparent and Accountable Governance in Indonesia

Abstract

This paper examines how state financial oversight (pengawasan) and audit (pemeriksaan) operate as institutional instruments for realizing transparent and accountable public governance in Indonesia, and clarifies the conceptual and legal architecture linking these functions to good-governance outcomes. Adopting a conceptual and normative-legal (doctrinal) approach, the study synthesizes the Indonesian statutory framework—principally Law No. 17/2003 on State Finances, Law No. 1/2004 on the State Treasury, Law No. 15/2004 on the audit of state financial management, Law No. 15/2006 on the Supreme Audit Board (BPK), and Government Regulation No. 60/2008 on the Government Internal Control System—with agency, stewardship, public-accountability, and legitimacy theories to construct an integrative framework and seven testable propositions. Internal oversight (APIP) and external audit (BPK) are shown to function as complementary accountability mechanisms: the former embeds preventive and detective control within the executive, whereas the latter provides independent, publicly reported verification. Their contribution to transparency and accountability is conditioned by auditor independence, the enforceability and follow-up of audit recommendations, the quality of disclosure, and the complementarity between internal and external control. The framework offers policymakers a diagnostic lens for strengthening the oversight–audit configuration and for converting audit findings into governance improvements. The study contributes an integrative, theory-grounded conceptualization that repositions oversight and audit not as isolated compliance routines but as interdependent determinants of good governance within an emerging-economy legal setting.
