Abstract
This study examines the impact of Total Quality Management (TQM) implementation on organizational performance within Jordanian public universities. A mixed-method research design was adopted, combining a comprehensive theoretical review with an empirical field investigation. A structured questionnaire was developed and administered to a sample of (302) academic and administrative leaders, including deans, department chairs, and managers, across three major public universities in Jordan. Data were analyzed using SPSS, employing descriptive statistics, multiple regression analysis, and ANOVA tests.
The findings reveal a statistically significant positive impact of TQM practices on overall organizational performance. However, both the level of TQM implementation and organizational performance were rated at a moderate level, indicating considerable room for improvement. Among TQM dimensions, top management support ranked highest, while training and development received the lowest score. Regarding organizational performance dimensions, learning and growth ranked first, whereas internal processes ranked last.
Furthermore, the results indicate no significant differences in responses attributed to gender, age, or years of experience. However, significant differences were found based on job position, with deans reporting significantly higher perceptions of both TQM implementation and organizational performance compared to department chairs and managers.
The study concludes with a set of actionable recommendations, emphasizing the need for the Ministry of Higher Education to foster a nationwide TQM culture, for university top management to strengthen institutional support and resource allocation, and for the development of continuous training programs tailored to all administrative and academic levels.
This paper explores critical issues of Total Quality Management (TQM) and how it is associated
with organizational performance. It relies on the international body of literature and case-based
experiences to focus on the essence of TQM as a systemic and strategic philosophy relying on
leadership commitment, quality-cul...
